On January 10, it was learned from the Anhui Provincial Department of Housing and Urban-Rural Development that in 2017, the province's urban construction sector, guided by the "Four Creations and One Construction" initiative, accelerated project construction and successfully completed all targets and tasks for urban construction. Among these, the province cumulatively started construction of 103.59 kilometers of urban underground utility tunnels.
It is understood that as of the end of December, the province had newly started 87 black and odorous water body remediation projects, accounting for 108.75% of the plan. Since 2016, a total of 163 black and odorous water body remediation projects have been started in the province, and 137 black and odorous water bodies have completed dredging and sewage interception works, achieving no large-area floating objects on the river surface, no garbage on the riverbanks, and no illegal sewage outlets. Through third-party assessments, they met the goal of "not black and not odorous," with the elimination rate of black and odorous water bodies reaching 61%.
2017 was the first year of implementing the three-year action plan for urban drainage and waterlogging prevention. Localities solidly advanced the construction and renovation of urban drainage pipes and channels, the construction and upgrading of drainage pumping stations, rainwater flood discharge and storage, and rainwater infiltration and utilization, focusing on addressing shortcomings in urban drainage and waterlogging prevention facilities. The first-year tasks of the province's three-year action plan for urban drainage and waterlogging prevention were successfully completed. New drainage pumping station capacity of 527 cubic meters per second was added, 294.58 kilometers of rainwater discharge channels and 8.5578 million cubic meters of rainwater storage projects were built, and 136 waterlogging-prone spots in urban areas that residents strongly complained about were remediated, significantly improving the city's ability to cope with urban waterlogging.
In terms of the construction and management of sewage treatment facilities, as of the end of December, 14 sewage treatment plants, including the Hefei Qingxi Water Purification Plant, the Chaohu South Bank Sewage Treatment Plant, and the Chuzhou Third Sewage Treatment Plant, were basically completed and are undergoing trial operation; the civil engineering works of 5 sewage treatment plants, including Guobei in Bozhou and Chengxi in Anqing, were completed, and equipment is being installed; and 11 projects, including Phase I of the Hefei sludge resource utilization project, were completed and put into use.
At the same time, since 2017, 13 sewage treatment plants, including the Hefei Western Cluster Sewage Treatment Plant and Phase III of the Feidong County Sewage Treatment Plant, have been put into operation successively, adding 302,500 tons/day of sewage treatment capacity. At present, a total of 137 sewage treatment plants are in operation in the province, with a sewage treatment capacity of 6.2624 million tons/day. The cumulative annual treatment of domestic sewage reached 2.1 billion tons. Compared with the same period in 2016, the scale of sewage treatment and the volume of sewage treated increased by 7.9% and 3.6%, respectively.
The target task for 2017 of implementing the landscaping improvement action (including greenway construction) was to add and upgrade 80 million square meters of green space and add more than 800 kilometers of urban greenways. As of the end of December, the province had added and upgraded 82.44 million square meters of green space, with a completion rate of 103%.
