Recently, the Shijiazhuang Municipal Party Committee and Municipal Government issued the "Implementation Opinions on Carrying out the Action of Tackling Key Problems and Improving Quality in Provincial Capital City Construction and Management", proposing that in the next three years, through vigorously carrying out nine special actions including expanding development space, improving urban appearance, improving living conditions, optimizing the provincial capital's ecology, rectifying urban and rural environments, improving carrying capacity, refining urban management, building a transportation hub, and accelerating county town construction, with a focus on implementing 32 tasks, including accelerating rail transit construction to achieve full-line operation of the main urban area and Zhengding County (Zhengding New Area) by 2020; and building the Shijiazhuang International Exhibition Center, etc.
The "Opinions" point out that efforts will be made to build Shijiazhuang into a modern provincial capital and economically strong city with high industrial level, high urban quality, high degree of civilization, high happiness index, strong economic strength, strong innovation drive, strong reform vitality, and strong driving capacity.
By 2020, the pilot area of Zhengding New Area will take initial shape.
The "Opinions" propose that Shijiazhuang will expand development space, accelerate the revision of the new round of overall urban planning, and strive for early approval and implementation.
At the same time, Zhengding New Area will be taken as the main battlefield for urban construction and development, promoting the construction of Zhengding New Area with faster speed, higher efficiency, and better quality. Full efforts will be made to build the pilot area. According to the principle of "early results in concentrated areas, rapid progress in project construction, and initial display of the new area's image", the focus will be on building a 4-square-kilometer pilot area south of Zhouhan River, north of Heyang Road, east of Yuanboyuan Street, and west of Xincheng Street. Accelerate road traffic construction, start the preliminary work of the Xinyuan Expressway sinking project, and complete the north extension of Xincheng Avenue and the north extension of Taihang Street. Accelerate comprehensive utility tunnel construction. Build 5,000 public rental housing units in 2018.
The provincial capital will accelerate the construction of the housing security system, ensure exceeding the annual target tasks set by the province, including building 5,000 public rental housing units in 2018 and completing 85% of the allocation task of public rental housing built with government investment in 2015.
At the same time, measures such as in-situ resettlement, off-site resettlement, and reconstruction on the original site will be taken to focus on the renovation of D-level dangerous buildings, dilapidated bungalows, tube-shaped apartment buildings, and dilapidated buildings from before the 1970s in the main urban area. In 2018, the provincial capital will start the overall renovation and upgrading along the Ring City Water System, Minxin River, and Taiping River; in 2019, start the upgrading and renovation of Shengli Park and Gaoqian Park, and implement the greening improvement of the total drainage channel; before the end of June 2018, start the construction of the Xiaoqing River Wetland Park; in 2020, complete the renovation of Poshui Park and Tianshan Park, and carry out overall quality improvement of the urban water system to create a recreational space where water and greenery blend.
The "Opinions" also clearly state that in 2018, the provincial capital will basically complete the construction of six parks including Longquan Lake Wetland, Railway Culture Park, Xizhaotong Park, Xihuan Park, Sports Park South Area, and Folk Custom Park, start the construction of Pilu Temple Park and the upgrading and renovation of nine parks including Ping'an Park and Yuxi Park, as well as the Xiaobi Forest Area; in 2019, start the construction of Hutai Park, Southern Park, and Taiping River Park, and implement the renovation and upgrading of four parks including Chang'an Park and Cultural Square; in 2020, start the construction of Yitang Park and Southeast Central Park, and implement the upgrading and renovation of three parks including Minxin Square and Xiqing Park.
By 2020, all municipal roads will achieve rainwater and sewage separation.
The provincial capital will continue to promote the renovation of old water supply networks and the sealing and connection of self-supplied wells. In 2018, complete the construction of 400,000 tons of pre-ozonation facilities for the second phase advanced treatment of the Northwest Water Plant. Start the construction and renovation of 14 main water supply pipelines in the main urban area, and complete all tasks by 2020. Accelerate rainwater and sewage separation renovation. The "Opinions" point out that the project of introducing waste heat from Xibaipo Power Plant into the city will be improved, and the construction of the project of introducing waste heat from Shang'an Power Plant into the city will be started promptly. In 2018, long-term management measures for heating quality and efficiency improvement and clean heating implementation plans will be issued. Before the end of September, the renovation of secondary networks in old residential communities in the main urban area will be completed, the area of clean energy heating will be increased, and the centralized heating and clean energy heating rate will reach 80% by 2018 and 95% by 2020.
Ban all-day street markets within the Second Ring Road by the end of the year.
Next, the provincial capital will demolish various illegally built sheds and pavilions along the streets, clean up and standardize breakfast carts, bicycle repair stalls, etc.; treat street markets by classification, and ban all-day street markets within the Second Ring Road by the end of 2018. Jin-Shi Expressway and Shi-Heng Expressway to start construction this year.
The provincial capital will aim to achieve a "1.5-hour traffic circle" connecting Beijing, Tianjin, and surrounding provincial capital cities, a "1-hour traffic circle" connecting the counties under its jurisdiction, and a "half-hour traffic circle" connecting cluster areas (counties), and accelerate the construction of the urban transportation system. Among them, accelerate the preliminary work of the Beijing-Shijiazhuang Intercity Railway, and strive to start construction of the Baoding-Shijiazhuang section of the Beijing-Shijiazhuang Intercity Railway in 2020.

Complete the construction of 90 kilometers of bus lanes this year.
Accelerate rail transit construction. In 2018, strive to achieve "tunnel breakthrough" for the second phase of Line 1 and the north section of the first phase of Line 3, and strive for trial operation in 2019; in 2020, the first phase of Line 2 will be put into trial operation. Actively plan and start construction of new rail transit lines, strive to obtain national approval for the construction plan of 105 kilometers of Lines 4, 5, and 6 in 2018, and start construction as soon as possible.
In 2018, 90 kilometers of bus lanes will be completed, and a 100-kilometer bus lane network in the urban area will be built to improve bus driving speed and service level; by the end of 2020, 127 electronic bus stop signs will be built at 97 points on two main streets, Yuhua Road and Zhonghua Street.
