At the construction site beside Feihu Avenue in Guandu District, machines are roaring. A staff member told reporters that this is the construction site of Gudian Avenue, an expressway connecting Kunming's main city with Chenggong New Area, which is scheduled to be completed and open to traffic next year.

Fewer Traffic Lights
“Gudian Avenue runs parallel to Guangfu Road. Once completed, it will be a new expressway between Kunming's main city and Chenggong New Area,” said Chen Peng, assistant to the general manager of Guandu District State-owned Investment Company, at the construction site. Unlike other roads leading from the main city to Chenggong, Gudian Avenue has fewer traffic lights; at certain nodes, underpasses or interchanges are adopted to improve traffic efficiency.
It is worth noting that the section of Gudian Avenue (from Feihu Avenue to Changhong Road) will feature an underpass tunnel with three levels: the ground level for roads, the middle level for underground comprehensive commercial development with parking facilities, and the lowest level for the expressway. A person in charge at the site introduced that Gudian Avenue has completed clearing 65,144 square meters of topsoil, excavating 58,040 cubic meters of earth, backfilling 14,497 cubic meters of the working layer, backfilling 7,383 cubic meters of red clay gravel for the roadbed (70% stone content), and installing 11,369 CFG piles. “In 2018, the road is planned to complete an investment of 2 billion yuan.”
The reporter then visited the construction site of the Yao'an River water quality improvement project in Guandu District. Here, the Yao'an River water quality improvement pilot project is running methodically; after multiple treatment processes, water inferior to Class V has reached the Class IV water quality standard.
“In accordance with the requirements of the recent implementation plan of Kunming's three-year action plan for Dianchi Lake governance, and by comprehensively advancing project construction under the PPP model, Guandu District can ensure the elimination of inferior Class V water bodies in rivers by 2018 and achieve Class IV water bodies by 2020,” said the person in charge of the Guandu District Water Affairs Bureau.
