The 2016-2017 National Quality Engineering Award Summary and Commendation Conference was held on December 13 at the Great Hall of the People. Fifteen projects, including the 2X660MW Guodian Hami Dananhu Coal-Power Integration Project general-contracted by Guodian Longyuan Power Technology Engineering Co., Ltd., received the National Quality Engineering Gold Award, and 307 projects received the National Quality Engineering Award.

In his speech, Fan Hengshan, Deputy Secretary-General of the National Development and Reform Commission, pointed out that the National Quality Engineering Award is the earliest-established and highest-level national honor in China's engineering construction quality field. He expressed the hope that engineering construction enterprises should do well in three aspects:

First, adhere to quality first and resolutely implement the concept that “quality and safety are the lifeline of engineering projects and determine development benefits and value,” vigorously improving development quality and benefits. Second, advance scientific and technological innovation, aim at international advanced levels, formulate high-starting-point plans, develop high-tech technologies, and achieve high-level construction. Third, emphasize integrity building, foster awareness of the rule of law, consciously assume the principal responsibility for quality and safety, and earnestly shoulder corporate social responsibility.

In his speech, Wang Haidong, Deputy Director of the Quality Management Department of the General Administration of Quality Supervision, Inspection and Quarantine, pointed out that the country is in a critical period of building a moderately prosperous society in all respects, and the engineering construction industry shoulders an important mission. He hoped that engineering construction enterprises would take the lead, move ahead, and set an example:


First, persist in adopting high-level standards, actively participate in the formulation and revision of national and international standards, actively promote Chinese standards in overseas markets, and vigorously promote Chinese standards going global while promoting Chinese construction going global. Second, actively adopt advanced quality management models at home and abroad, and at the same time, in light of enterprises' actual conditions, boldly promote innovation in quality management models, methods, and concepts. Third, always adhere to quality first, follow the path of brand development, build the “Built in China” brand, and jointly promote “Built in China” toward the medium-high end of the international industrial chain.

In his summary, Cao Yushu, President of the China Association of Construction Enterprise Management, expressed the hope that engineering construction enterprises should closely link engineering quality development with emerging technologies such as big data, artificial intelligence, and BIM technology applications, coordinate green construction with ecological civilization construction, and promote the engineering construction industry into a new era of high-quality development; use strategic measures to plan and grasp quality work, and cherish quality as one cherishes one's eyes and life; persistently promote structural adjustment, transformation and upgrading, and achieve major progress, breakthroughs, and leaps in quality improvement; regard talent as the first resource supporting quality development, continuously cultivate craftsman culture, and continuously improve professional skills; and always adhere to honest operation, contributing to enhancing corporate image and building the “Built in China” brand.

At the meeting, the China Association of Construction Enterprise Management also released the “Initiative on Promoting the Engineering Construction Industry into a New Era of High-Quality Development,” advocating that enterprises do well in eight areas, including “consciously fulfilling the principal responsibility for engineering safety and quality in accordance with the law.”
