Honest operators are included in the "red list", while dishonest lawbreakers are included in the "black list", forming an incentive and constraint mechanism where trustworthy parties benefit and dishonest parties suffer losses.

According to the Construction Law of the People's Republic of China, the Regulations on the Administration of Qualifications of Construction Enterprises, the Interim Measures of Hunan Province for Joint Disciplinary Action against Dishonest Acts of Enterprises, and the Implementation Opinions of the People's Government of Yiyang City on Establishing and Improving the System of Joint Incentives for Trustworthy Acts and Joint Disciplinary Actions for Dishonest Acts to Accelerate the Construction of Social Credit, on December 6, the Yiyang Housing and Urban-Rural Development Bureau officially issued the "Red and Black List" System of Yiyang Construction Market (hereinafter referred to as the "System"), to further standardize the order of the construction market, promote the construction of the credit system of Yiyang construction market, and promote all parties in the construction market to operate lawfully and in good faith. The parties in the construction market referred to in the System are enterprises and practitioners engaged in engineering construction activities. They mainly include construction, construction, supervision, quality inspection, survey, design, cost consulting and other units related to engineering project construction, as well as registered constructors, registered supervision engineers, registered architects, registered structural engineers, registered cost engineers, and main responsible persons of construction unit projects, and practitioners in construction site management, testing, etc. The System specifically stipulates the preconditions for the above units and personnel to be included in the "red and black lists", the methods of information collection, verification and publication, and the procedures for exiting the "red and black lists". At the same time, it puts forward strict work norms and punishment measures for violations for the staff of the housing and urban-rural development administrative departments and their related institutions participating in the information collection of the "red and black lists". The System stipulates that enterprises and individuals on the "red list" shall be encouraged, and may be given priority in recommending enterprises to apply for quality projects and priority in recommending advanced enterprises and individuals at the ministerial, provincial, and municipal levels, and enjoy support in policies related to enterprise qualification upgrading and credit. For enterprises and individuals on the "black list", disciplinary measures shall be taken: implement key monitoring and increase the frequency of daily supervision and inspection; list them as key targets for dynamic qualification assessment; for construction enterprises listed on the "black list" due to拖欠 migrant workers' wages, new projects shall be subject to a 50% increase in the deposit of migrant workers' wage guarantee funds according to standards; in "evaluation of excellence" and "evaluation of advanced" activities, a "one-vote veto" shall be applied, etc.
