After the onset of winter, the rainy season in Lijiang, Yunnan gradually recedes, bringing rare clear weather. The Lixiang Railway Project Department of China Railway 21st Bureau Group Third Company seized the favorable construction opportunity and promptly launched the "Dry Season Major Campaign" labor competition. Up to now, the competition has achieved good results, the entire project is running smoothly, and construction production is advancing in an orderly manner.
The project department undertakes the construction task of 21.52 kilometers for Section I before the station of the Lijiang-Shangri-La Railway, including a subgrade length of 7,519.18 meters, accounting for 34.9% of the total main line length, including 866,500 cubic meters of interval subgrade earth and stone work and 535,300 cubic meters of station yard earth and stone work, totaling 1.4018 million cubic meters. The bridge length is 1,857.82 meters, accounting for 8.6% of the total main line length, including 5 major bridges, 2 medium bridges, 8 small bridges, and 44 culverts; there are 6 tunnels with a total extension of 12,143 meters, accounting for 56.4% of the total main line length, namely Wenbishan No. 1 Tunnel at 2,256 meters; Wenbishan No. 2 Tunnel at 3,253 meters; Huangshanshao Tunnel at 4,034 meters; Meiquan Tunnel at 430 meters; Meiquan Open-Cut Tunnel at 130 meters; the entrance section of Menggusao Tunnel at 2,013 meters, and one newly built Lashihai Station. Because the entire section is located in the Xiaozhongdian fault zone and the Jinsha River major fault zone, the geological structure within the section is complex and the surrounding rock is fractured. It combines unfavorable geology such as expansive soil, gravelly soil, mudstone, sandstone, calcareous mudstone, mud with stone, and karst water, seepage water, water inflow, mud and water outbursts, belonging to Class I high-risk geology, and construction is extremely difficult.
Affected by the plateau climate, the Lixiang Railway project has at least 8 months of rainy season each year. Especially in summer and autumn, the drizzle comes and goes intermittently, and sometimes the sun is rarely seen for more than a month. Affected by the geological structure and rainy season, tunnel seepage is serious, and coupled with the fractured geology, collapse, biased pressure, and extrusion deformation are very likely to occur in tunnel and bridge pile foundation construction. Therefore, construction during the rainy season can only be advanced with difficulty on the premise of ensuring safety. After entering the dry season, it is the best season for tunnel, subgrade, culvert, and bridge pile foundation construction. The project department promptly launched the "Dry Season Major Campaign" to seize the favorable opportunity and fully carry out subgrade, culvert, bridge, and tunnel construction.
In the "Dry Season Major Campaign" labor competition, the Party Working Committee of the project department fully carried out publicity, mobilization, and the mobilization of workers and staff. Each project division, crew, and work shift, in conjunction with the "Dry Season Major Campaign" activity, consciously carried out labor competitions in "comparing safety, comparing quality, comparing progress, comparing technological innovation, comparing implementation of standards, comparing execution of work style and discipline, comparing completion of node plans, and comparing standardized civilized site construction." The 8 crews, 2 mixing stations, and 1 steel structure plant each refined the node plans issued by the project department, implemented responsibility to each person, tasks to each person, quality monitoring to the site, and daily review and checkpoint assessment systems. They grasped the implementation of systems, plans, and standards, ensuring that daily work was completed each day, leaving no hidden dangers and no future troubles. Led by project leaders, the Safety and Quality Department and Engineering Department of the project department went to the construction site every day to inspect safety and quality and investigate hidden dangers, focusing on strict control of processes and techniques such as overbreak and underbreak control, initial support compactness, control of the angle and length of locking foot anchor pipes, laying and overlapping of waterproof boards, installation of waterproof and drainage pipes, setting of settlement joints, invert thickness and bottom slag cleaning, and secondary lining "three successive, two holes, two vibrations," ensuring no defective products and first-time excellence. For culvert, bridge, and subgrade filling construction, they ensured self-inspection was qualified, re-inspection was correct, and inspection submission was accurate. In particular, the control of graded crushed stone for subgrade filling, layered thickness, rolling compactness, and inspection records were guaranteed to be standard and qualified.
With the high attention of leaders at all levels, the "Dry Season Major Campaign" labor competition activity was vigorous and orderly, and a situation of intensive work formed throughout the entire section, vigorous and methodical. Construction progress, safety and quality, implementation of standards, and implementation of node plans climbed steadily, and all work advanced smoothly, laying the foundation for winning the "Dry Season Major Campaign" with high quality and efficiency.
