　　I. Guiding Ideology
　　
　　Deeply study and implement the spirit of the 19th National Congress of the Communist Party of China and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the requirements of the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Management of Urban Planning and Construction", the "Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Carrying Out Quality Improvement Actions", and the "Opinions of the General Office of the State Council on Promoting the Sustained and Healthy Development of the Construction Industry", adhere to the policy of "a hundred-year plan, quality first", strictly implement laws, regulations and mandatory standards related to engineering quality, take the construction site as the center, focus on the standardization of quality behavior and the standardization of physical engineering quality control, establish a quality management working mechanism for enterprises and engineering projects featuring self-restraint, self-improvement and continuous improvement, strictly implement the quality responsibilities of all parties involved in engineering construction, and comprehensively improve the level of engineering quality.
　　
　　II. Work Objectives
　　
　　Establish and improve management systems, work standards and operating procedures for daily quality management of enterprises, quality management of construction projects, physical engineering quality control, and process quality control of working procedures, establish a long-term mechanism for engineering quality management, realize the standardization of quality behavior and the proceduralization of physical engineering quality control, promote the balanced development of engineering quality, and effectively improve the overall level of engineering quality. Strive to fully implement engineering quality management standardization by the end of 2020.
　　
　　III. Main Contents
　　
　　Engineering quality management standardization refers to the standardized management activities carried out in accordance with relevant laws, regulations and engineering construction standards throughout the entire process from project commencement to completion acceptance and filing, covering the quality behavior of all parties involved in engineering construction and the control of physical engineering quality. Its core contents are the standardization of quality behavior and the standardization of physical engineering quality control.
　　
　　(1) Standardization of quality behavior. In accordance with the "Construction Law of the People's Republic of China", the "Regulations on the Quality Management of Construction Projects", the "Code for Construction Project Management of Construction Engineering" (GB 50216) and other laws, regulations and standards, and in accordance with the requirements of "sound system, complete institutions and clear responsibilities", corresponding provisions shall be made on the quality responsibilities and obligations that enterprises and on-site project management institutions should bear, mainly including personnel management, technical management, material management, subcontracting management, construction management, document management and acceptance management, etc.
　　
　　(2) Standardization of physical engineering quality control. In accordance with the requirements of "model-based construction quality, visualized technical disclosure and standardized operation process", corresponding provisions shall be made on the practices and management requirements of divisional and sub-divisional works and key working procedures that affect structural safety and main use functions throughout the entire process of quality control of building materials, components and equipment upon entry, construction procedure control and quality acceptance control.
　　
　　IV. Key Tasks

　　(1) Establish a quality responsibility traceability system. Clarify the quality responsible persons for each divisional and sub-divisional work as well as key parts and key links, strictly control quality during the construction process, strengthen the management of construction records and acceptance documents, establish an identification system for quality responsibilities during the construction process, comprehensively implement the lifelong quality responsibility commitment system for construction projects and the permanent plaque system after completion, and ensure the traceability of engineering quality.
　　
　　(2) Establish a post responsibility system for quality management standardization. Decompose engineering quality responsibilities in detail, implement them to every quality management and operation post, clarify post duties, formulate concise, applicable, easy-to-execute and easy-to-understand quality management standardization post manuals, guide engineering quality management and implementation operations, improve work efficiency, and enhance the level of quality management and operation.
　　
　　(3) Implement a model demonstration system. Before large-scale construction of sub-divisional works, visually display the practices and requirements of key parts and key working procedures in the form of on-site demonstration operations, video images, pictures and texts, physical displays, model rooms, etc., so that construction personnel can master quality standards and specific processes and follow them during construction. Through model guidance, advance engineering quality management from post-acceptance to pre-control before construction and control during the construction process. In accordance with the requirements of "benchmark guidance, point-to-area promotion, orderly progress and ensuring effectiveness", actively cultivate quality management standardization demonstration projects and give play to their demonstration and driving role.
　　
　　(4) Promote the integration of quality management standardization and informatization. Give full play to the role of informatization means in engineering quality management standardization, vigorously promote the application of information technologies such as Building Information Modeling (BIM), big data, intelligentization, mobile communications, cloud computing and the Internet of Things, promote collaborative management and data sharing among all parties and regulatory departments, and build a quality management standardization system based on information technology covering the entire construction process.
　　
　　(5) Establish a quality management standardization evaluation system. Timely summarize quality management standardization achievements such as work plans, management systems, guidance atlases, implementation rules and work manuals that have promotion value, establish evaluation methods and evaluation standards centered on the standardization of quality behavior and the standardization of physical engineering quality control, evaluate the implementation and effects of engineering quality management standardization, and use the evaluation results as important reference bases for enterprise commendation, integrity evaluation and project excellence creation.

　　(1) Raise awareness and strengthen leadership. Quality management standardization is a foundational and long-term task that plays an important role in consolidating the foundation of enterprise quality work, implementing the main responsibility of enterprise quality, and promoting the improvement of quality management levels of engineering projects and regions. Housing and urban-rural development authorities at all levels shall attach great importance to it, strengthen organizational leadership, urge all parties involved in construction to implement their main responsibilities, and solidly advance engineering quality management standardization work.
　　
　　(2) Strengthen measures and advance in an orderly manner. Housing and urban-rural development authorities at all levels shall, in light of local realities, formulate work plans and implementation measures, clarify objectives and tasks, work contents, schedule arrangements, specific measures and inspection and supervision requirements, etc., to ensure orderly and effective implementation. Adopt a method that combines guidance and incentives, improve relevant management systems, establish work incentive mechanisms, and enhance the enthusiasm and initiative of competent authorities, relevant enterprises and engineering project management institutions in carrying out quality management standardization work.
　　
　　(3) Strengthen guidance and create an atmosphere. Housing and urban-rural development authorities at all levels shall strengthen supervision and inspection of engineering quality management standardization work, and promote enterprises to form a continuous improvement mechanism featuring constantly improved systems, continuously refined work and continuously optimized procedures. Make full use of news reports, on-site observation, special training and other forms to actively publicize the significance of quality management standardization and create a strong social atmosphere for promoting quality management standardization work.

Housing and urban-rural development authorities at all levels shall combine quality management standardization work with the treatment of common engineering quality problems, with safety production standardization, and with the construction of an integrity system, timely summarize and promote mature experience and practices, cultivate typical examples, provide demonstration guidance, promote extensive, in-depth, solid and effective development of quality management standardization work, and achieve continuous improvement of the overall level of engineering quality.
