Recently, the Henan Provincial Development and Reform Commission approved the feasibility study report of the Xuchang-Xinyang Expressway Project with document Yu Fa Gai Ji Chu [2017] No. 1168.
Proposed construction scale: The project has a total length of 171.838 kilometers, with an estimated total investment of 15,403.878 million yuan and a total land occupation of 20,022.7 mu. The main line includes 56 large bridges, 31 medium and small bridges, and 134 culverts; 8 tunnels; 17 interchanges; 88 separated interchanges; 135 passages and 17 overpasses; 12 ramp toll stations, 4 service areas, 3 maintenance work areas, 1 section monitoring and communication sub-center, and 1 bridge and tunnel management office. There are 2 connecting lines with a total length of 11.12 kilometers and a total land occupation of 674.5 mu. They are the Zhumadian West Interchange connecting line with a length of 1.13 kilometers and the Yifeng Interchange connecting line with a length of 9.99 kilometers; the connecting lines include 6 medium and small bridges, 10 culverts, and 16 at-grade intersections.
The project starts at the intersection of Yongdeng Expressway and Lannan Expressway in the southwest of Xuchang City. The route goes south, crosses the Ying River west of Fancheng Town, and enters Luohe City; then turns southeast, and a Linying West Service Area is set up south of Wuzhuang Village; it crosses National Highway G344 northeast of Daguo Township and sets up Linying West Interchange; continuing south, it crosses the Mengping Railway east of Peicheng Town, crosses the Sha River west of Xindian Town, intersects with G329 east of Lianhua Town, and sets up Luohe West Interchange (including maintenance work area and monitoring and communication sub-center); the route continues south, crosses the Li River, and connects with Ningluo Expressway via Zhuzhuang Hub Interchange, crosses the Luowu Railway north of Wenshi Township, intersects with S323 east of Wenshi Township, and sets up Wenshi Interchange; afterwards, the route enters Zhumadian City and Xinyang City, connects south to the Shanghai-Shaanxi Expressway, and reaches the project endpoint.
The project adopts the technical standard of a two-way four-lane expressway. The section from K0+000 to K118+000 is in plain and micro-hilly terrain, with a design speed of 120 km/h and a subgrade width of 27 meters; the section from K118+000 to K171+838.067 is in mountainous and heavy-hilly terrain, with a design speed of 100 km/h and a subgrade width of 26 meters. Bridges and culverts along the route have the same width as the subgrade, the design load for bridges and culverts is Highway-I level, and the pavement structure is asphalt concrete pavement.
Upon completion, the project will play a positive role in optimizing the regional road network structure, improving travel convenience for the people along the route, driving economic and social development in the areas along the route, and promoting the rise of central China.
