The General Office of the Sichuan Provincial Government recently issued the "Five Special Implementation Plans for Post-Earthquake Recovery and Reconstruction of the '8·8' Jiuzhaigou Earthquake", respectively providing timetables and roadmaps for ecological environment restoration and protection, geological disaster prevention and control, scenic area recovery and enhancement and industrial development, infrastructure and public service reconstruction, and urban and rural housing recovery and reconstruction.

In terms of ecological environment restoration and protection, the planned total investment is 859 million yuan, including 841 million yuan from central and provincial investments. The main approach is to focus on the World Natural Heritage site, nature reserves, and scenic and historic interest areas, adhere to natural restoration as the main method, and use a combination of natural restoration and artificial governance, and biological measures and engineering measures, to maintain the integrity and outstanding universal value of the World Natural Heritage. By 2020, the ecological environment restoration and protection tasks will be basically completed, and the overall quality of the ecological environment will basically reach the pre-earthquake level. During this period, 28.84 million mu of damaged forest land vegetation and 11.7 million mu of grassland vegetation will be restored, and 50,000 mu of giant panda habitat corridor will be restored. An automatic ecological environment monitoring and early warning information platform will be built, and the ambient air quality will reach the second-level standard.

In terms of geological disaster prevention and control, the planned total investment is 1.953 billion yuan, focusing on completing emergency investigation and assessment of geological disasters in the disaster area, improving the monitoring and early warning network, and enhancing grassroots disaster prevention capabilities such as engineering governance of major geological disaster hazards. The main measures include nine aspects: geological disaster investigation and evaluation, comprehensive geological disaster management, engineering governance of comprehensive geological disaster management, geological disaster emergency capacity building, earthquake disaster reduction system engineering, land reclamation and consolidation, meteorological monitoring facility construction, civil affairs disaster prevention, reduction, and relief capacity building, and renovation and reconstruction of the emergency command center. It is expected that after all projects are completed, the four counties of Jiuzhaigou, Songpan, Zoige, and Pingwu will simultaneously complete emergency investigation and assessment of geological disasters, and 558 hidden geological disaster points will achieve real-time monitoring.

In terms of scenic area recovery and enhancement and industrial development, the planned total investment is 3.156 billion yuan, divided into two major areas: scenic area recovery and enhancement and industrial development, with the goal of achieving a total tourism revenue of 12 billion yuan by 2020. In the scenic area recovery and enhancement area, Jiuzhaigou Scenic Area will be divided into three functional zones: ecological protection zone, closed conservation zone, and open sightseeing zone. The ecological protection zone is prohibited for tourists; the closed conservation zone will gradually reduce in area year by year according to the specific situation of protection and restoration; the open sightseeing zone will gradually increase in area year by year according to the protection and restoration situation.

Huanglong Scenic Area is divided into two functional zones: ecological protection zone and open sightseeing zone. The ecological protection zone involves the core and buffer zones of the nature reserve and is prohibited for tourists. In the industrial development area, by 2020, the tourism industry based on modern service industries will be restructured, the two traditional tourism service industries of tourism commerce and tourism culture will be transformed, and five new modern service industry formats will be developed and introduced: smart tourism, exhibition tourism, health management, modern logistics, and emergency services.

In terms of infrastructure and public service reconstruction, the planned total investment is 5.63 billion yuan. In three years, the infrastructure and public service capabilities of the disaster area will be fully restored and exceed pre-earthquake levels. By 2020, 121.5 kilometers of roads will be built, and the Chengdu-Lanzhou (Huangshengguan) Railway will be completed and operational. Specifically, it focuses on the recovery and reconstruction of projects closely related to urban and rural infrastructure and public service management in the disaster area, such as transportation, energy, water conservancy, education, medical care, health, and culture, laying a solid foundation for the Jiuzhaigou earthquake disaster area to achieve the goal of building a moderately prosperous society in all respects simultaneously with the rest of the country by 2020.

In terms of urban and rural housing recovery and reconstruction, the planned total investment is 202 million yuan. In the Jiuzhaigou earthquake disaster area, 416 households of urban and rural housing need to be rebuilt, and 22,123 households need repair and reinforcement. Efforts will be made to complete the recovery and reconstruction of urban and rural housing in the disaster area by the end of December 2018. In terms of reconstruction methods, reconstruction or repair and reinforcement will be adopted according to the damage level of the houses. For rural housing reconstruction, it is encouraged to build in the form of relatively concentrated new villages, with a per capita land use standard of 50 to 70 square meters, and a per household building area of 120 square meters; for urban housing reconstruction, the per household building area is 85 square meters. In terms of funding subsidies, residents whose houses are damaged and need reconstruction will receive financial subsidies. For the repair and reinforcement of urban and rural housing in the disaster area, graded subsidies will be provided according to the degree of house damage: slight damage 1,000-3,000 yuan per household, moderate damage 3,000-5,000 yuan per household, and severe damage 5,000-8,000 yuan per household.
