According to the official website of the Ministry of Human Resources and Social Security, the Ministry, together with the National Development and Reform Commission and 10 other departments, recently issued an urgent notice on effectively carrying out work to address wage arrears and safeguard wage payments before the 2018 Spring Festival, mobilizing all efforts to clear wage arrears, resolutely winning the battle to address wage arrears and safeguard wage payments before the Spring Festival, and ensuring that migrant workers receive their wages and return home for the Spring Festival.

The notice requires that all regions, first, conduct comprehensive screening and establish ledgers to further ascertain the true extent of wage arrears. All localities should be organized to focus on the engineering construction sector and labor-intensive processing and manufacturing, catering services and other industries, intensify efforts to screen for hidden wage arrears risks, establish ledgers for wage arrears clearance work, and ensure that no issue is written off until it is resolved. Second, adopt comprehensive measures and respond early to resolve wage arrears problems found during screening within a time limit. All localities should be urged to investigate, punish and resolve each wage arrears problem as soon as it is discovered. Where wage arrears are caused by local government-invested engineering projects defaulting on project payments, local governments should be urged to prioritize repayment within a time limit before the end of 2017. Third, strictly prevent and properly handle risks, and effectively prevent mass incidents and extreme incidents caused by wage arrears. Fourth, strengthen supervision and strictly enforce accountability, and press down responsibility for wage arrears clearance and wage payment protection at every level. Strictly implement territorial regulatory responsibilities; where regulatory responsibilities are not fulfilled, work is not carried out properly, or extreme incidents and serious mass incidents are triggered by the problem of defaulting on migrant workers' wages, relevant departments should be requested to seriously hold relevant leaders and responsible personnel accountable. Fifth, provide positive guidance and respond promptly, and effectively carry out public opinion and publicity work to safeguard the payment of migrant workers' wages.

The notice emphasizes that all regions should follow the unified deployment of the Ministry of Human Resources and Social Security and 11 other departments on carrying out special inspections of migrant workers' wage payments, and with more solid measures and more forceful actions, mobilize all efforts to clear wage arrears, resolutely win the battle to address wage arrears and safeguard wage payments before the Spring Festival, and ensure that migrant workers receive their wages and return home for the Spring Festival.
