The Hebei Provincial Development and Reform Commission recently issued the Layout Plan for General Aviation Airports in Hebei Province. According to the plan, the province will build 20 new general aviation airports by 2020 and about 50 by 2030, forming a general aviation airport network that effectively connects with transport airports and integrates with the comprehensive transportation system, featuring a rational layout, complete functions, clear hierarchy and full provincial coverage, so as to meet the needs of economic and social development.

General aviation airports are a component of the comprehensive transportation system and important public infrastructure as well as the foundation for the development of the general aviation industry. At present, Hebei Province has five general aviation airports: Luancheng in Shijiazhuang, Huanghua in Cangzhou, Jiangcheng in Baoding, Pingquan in Chengde (military-civilian joint use) and Wuchong'an in Tangshan.

According to the plan, Hebei Province will take overall account of regional development requirements and demand characteristics and plan four general aviation airport clusters across the province: the eastern coastal area, the area around Beijing and Tianjin, the western and northern areas, and the central and southern areas. By 2020, 20 new general aviation airports will be built, and the province will have more than 30 general aviation airports and transport airports undertaking general aviation functions, basically covering areas with inconvenient ground transportation, agricultural control areas, major forest areas and distinctive tourist attractions. Each city divided into districts will have an A1-class general aviation airport, and the province will develop two to three multifunctional, comprehensive general aviation airports with a demonstration and driving role, greatly enhancing the support and driving capacity for the development of Hebei's general aviation industry.

The plan specifies that by 2020, Hebei Province will build general aviation airports in Xingtang, Zanhuang, Weixian, Shexian, Weixian (Wei County), Pingxiang, Fuping, Zhangbei, Huailai, Chicheng, Weichang, Kuancheng, Qinglong, Caofeidian in Tangshan, Hangu in Tangshan, Xianghe, Anci in Langfang, Jizhou, Xinji and Dingzhou. Preliminary work will be carried out for general aviation airport projects in Daming, Qinghe, Baixiang, Luanping, Tangshan Tourism Island, Laoting, Qian'an, Sanhe, Renqiu and Suning.
