Attachment 　　In order to actively practice "Internet + Government Services", strive to explore a modern intelligent government affairs handling mode of "machine substitution, smart handling", and realize the transformation and upgrading from traditional administrative approval to intelligent approval, the "Pilot Scheme for the Implementation of Intelligent Approval of Qualifications of Survey and Design Enterprises in Zhejiang Province" is hereby formulated in light of the actual situation of survey and design approval in Zhejiang Province.
　　I. Guiding ideology and principles
　　Centering on the government affairs handling goal of "more convenient, more efficient, more satisfactory", based on database construction, with deepening data application as the key, by merging review conditions, simplifying and refining review points, and quantifying review standards, explore the path of "Internet + Data + Government Services" and "machine substitution, smart handling" intelligent approval, and realize the standardization and modernization of administrative approval.
　　The pilot work adheres to the following principles:
　　First, the principle of convenience and efficiency. Enterprises do not need to go to the window to submit written materials; they can declare qualifications at any time, and can directly download and print paper certificates from their unit, residence, or any PC terminal at any time, realizing full electronic declaration and intelligent handling.
　　Second, the principle of simplification and reduction. Cancel the preliminary review link, whoever approves is responsible, overcome the drawback of "multiple levels for one matter", and achieve "one-stop" completion; optimize the approval process, simplify procedures to the greatest extent, overcome the drawback of "multiple people for one matter"; use all data information fully, minimize the materials enterprises need to fill in, and greatly reduce repetitive work in review.
　　Third, the principle of highlighting big data management and deepening big data application. Make full use of information technology and Internet means, collect enterprise-related data through multiple channels, establish and improve the four basic databases of enterprises, personnel, projects, and credit in the construction market, so that qualification approval and industry supervision can share and fully utilize data information.
　　Fourth, the principle of paying equal attention to service and dynamic supervision. While simplifying and facilitating enterprise qualification application, use multi-dimensional data verification to strictly control the content that must be reviewed, establish a post-approval dynamic supervision mechanism, both improve service and strictly supervise, guide the healthy development of the survey and design industry, and promote the standardization of market order.
　　II. Pilot scope
　　The first application, upgrade, renewal, additional item, change, replacement for loss, and re-verification of survey and design enterprise qualifications approved by Zhejiang Province.
　　III. Pilot objectives and content
　　Continuously deepen the "five zeros" intelligent approval of "machine substitution, smart handling", and through deepening big data application, promote the linkage of enterprise qualifications and personnel qualifications, realize real-time and effective digital industry dynamic supervision, create a good environment for reducing supervision costs, optimizing the registration process of registered engineers for new qualification applications, and strengthening the information security of the approval system. The main content and specific objectives are:
　　(1) Zero materials for declaration.
　　Enterprise declaration materials fully use the data of the survey and design "four databases and one platform". When enterprises apply for qualifications, they only need to fill in the enterprise name and unified social credit code; the system automatically extracts relevant information such as the enterprise's personnel and performance, without uploading or providing other materials, realizing "zero materials" for declaration.
　　(2) Zero window for acceptance.
　　The Zhejiang Government Service Network (external network) construction department network port uniformly accepts enterprise declarations, replacing the traditional physical hall window acceptance. Applicants complete the entire process from declaration to acceptance online, without going to the service hall, realizing "zero window" for acceptance.
　　(3) Zero manual processing for handling.
　　Using the data of the Zhejiang survey and design "four databases and one platform", in response to the characteristics of survey and design qualification standards, pre-determine the personal capabilities of technical personnel, extract relevant information through the intelligent review system, and the system intelligently determines, realizing rapid processing, with no manual review throughout the process, realizing "zero manual" for handling.
　　(4) Zero door-to-door for certificate collection.
　　Qualification certificates adopt the form of electronic certificates. After the Zhejiang Provincial Department of Housing and Urban-Rural Development makes an administrative licensing decision, the system automatically generates an electronic certificate affixed with an electronic seal. Certificate collection is no longer limited by space and time; paper certificates can be directly downloaded and printed from a PC terminal at any time, without going to the window or using logistics, realizing "zero door-to-door" for certificate collection.
　　(5) Zero paper for archiving.
　　Declaration elements are digitized, with no paper materials throughout the process. Data information such as approvals and licenses formed during the online administrative licensing process is accumulated and stored in accordance with the requirements, scope, and format of electronic document archiving. After the administrative licensing decision is made, it is directly archived online to form electronic archives, which enter the electronic archive database of the Zhejiang Government Service Network, realizing "zero paper" for archiving.
　　(6) Optimize the process for registered engineers in new qualification applications.
　　The current review mode for new survey and design qualification applications has the contradiction that registered engineers need to be registered in place while unqualified units cannot register personnel. Under the existing traditional review method, this contradiction cannot be resolved, causing enterprises and the public to make extra trips, low efficiency, and increasing uncertainties in approval results. To optimize the registration process, enterprises submit registration application materials recognized by the original registration unit and the person to the registration management department before qualification application, and lock and mark them through the registration system. Such registered personnel can be used for intelligent system review of new survey and design qualification applications. After the applied qualification is passed, they directly enter the registration process, realizing the reasonable connection between personnel registration and new qualification application.
　　(7) Strengthen post-supervision.
　　Every six months, an inspection team is formed to conduct post-approval verification on a certain proportion of qualification applicant units. If it is found in the spot check that the commitment situation does not match the actual situation, the newly approved qualification will be revoked in accordance with relevant regulations, recorded in the bad behavior credit record, and the unit will be restricted from applying for qualifications within a certain period as required. At the same time, the relevant situation will be uploaded to the National Construction Market Supervision Public Service Platform, forming a dynamic verification mechanism for qualification management.
　　(8) Strengthen information security.
　　In response to the characteristics of the intelligent review system, formulate personalized security measures, compare standards with background calculations, perform secondary encryption on key page data, set up data security alarm functions, and ensure the security of approval information data.
　　IV. Pilot plan
　　The pilot plan for the implementation of intelligent approval of survey and design enterprise qualifications is arranged as follows:
　　Before September 2017, complete the design and development of the intelligent approval system for engineering survey and design qualifications, complete the compilation of supporting documents and service guides for intelligent qualification approval, and complete system testing and trial operation; in October, fully implement the trial of intelligent approval for engineering survey and design qualifications.
