The 41st session of the 14th Beijing Municipal People's Congress Standing Committee was convened. The meeting heard a report from the Municipal People's Congress Urban Construction and Environmental Protection Committee on the revisions to the "Beijing Municipality Motor Vehicle Parking Management Regulations (Draft)" (hereinafter referred to as the "Regulations (Draft)"). Building on the previously established measures in the "Regulations (Draft)" for sharing parking resources in residential areas, this second review draft newly adds provisions on building parking facilities using underground space resources. Specifically, a paragraph is added to Article 11 of the second review draft of the "Regulations (Draft)", stating that "the municipality encourages the priority use of underground space resources to build public parking facilities. The municipal planning and land departments shall formulate specific measures for separate legal planning land use permits and ownership certificates."
Of the 55 articles in the "Regulations (Draft)", 44 have been modified, with some articles deleted and simplified. According to the "China Vehicle Market Prospect Survey and Analysis Report" released by Qianxun Consulting, the second review draft of the "Regulations (Draft)" retains the previously high-profile content on parking space sharing, namely that "the municipality encourages units or individuals to carry out paid time-sharing of parking spaces." At the same time, the second review draft further refines the provisions on developing parking resources in underground space. Given the objective scarcity of land resources in the municipality, in order to increase appeal to social capital, the Municipal People's Congress Urban Construction and Environmental Protection Committee recommends adding content on "encouraging the priority use of underground space resources to build public parking facilities."
Although Beijing's parking resource supply is relatively tight, the utilization rate of underground space for public parking facilities is indeed not high. " Wu Hongyang, deputy director of the Science Research Institute of the Ministry of Transport, analyzed that at present, Beijing's underground space resources available for building public parking facilities fall into two categories: one is the use of existing non-public parking facilities for "sharing" with society, and the other is the construction of related facilities in relatively densely populated areas such as hospitals, schools, and stations.
Similar to surface parking, many commercial complexes and residential areas in Beijing are currently equipped with underground parking garages. Such facilities show a prominent tidal phenomenon: shopping malls have more parking during the day and generally low utilization at night, while residential areas are the opposite. These parking facilities all meet the conditions for time-sharing parking and can also, by reference to surface parking resources, become public parking resources during certain periods.
