On the evening of the 22nd, a major safety accident caused by a tower crane collapse in Guangzhou resulted in 9 casualties. On the morning of the 23rd, the Guangzhou Municipal Housing and Urban-Rural Development Commission, after deliberation, issued the "Urgent Notice on Learning the Lessons of the Haizhu '7·22' Accident and Immediately Conducting a Special Safety Production Inspection of Construction Projects Citywide," deciding to immediately launch a special safety production inspection of construction projects across the city, with all under-construction projects halted immediately.
At around 18:30 on the 22nd, a tower crane tilting and collapsing accident occurred at the Zone B project of the China Communications Construction Company (CCCC) Southern Headquarters Base at No. 16 Zhenxing Street, Haizhu District, Guangzhou, causing 7 deaths and 2 injuries.
According to the "Urgent Notice," after all under-construction projects in Guangzhou are halted, the construction, contracting (including subcontracting), and supervision units will organize self-inspections; work may resume only after the safety responsible persons of the three parties sign to confirm that safety production conditions are met, and the resumption must be filed with the construction project safety supervision agency in charge. Lifting equipment, deep foundation pits, hand-dug caisson piles, aerial work platforms, underground works, scaffolding, and other sub-divisional and sub-item works with relatively high risk will become the focus of the special inspection.
The "Urgent Notice" specifies that construction administrative departments at all levels shall establish a "government safety officer + owner safety officer" system. Every construction project in Guangzhou must designate a government employee as a safety officer who, together with the project owner's safety officer, organizes daily site inspections and reports the daily inspection results in the "safety officer group"; major hidden dangers must be reported in writing to the safety supervision agency under whose jurisdiction they fall.
In addition, the "Urgent Notice" requires that construction administrative departments at all levels and their project safety supervision agencies treat hidden dangers as accidents when conducting inspections and rectification. Projects found to have safety hidden dangers or to lack safety production conditions during inspection will result in the responsible units being given punishments such as circulated criticism and credit score deductions; in serious cases, administrative penalties will be imposed in accordance with the law.
