On July 7, the Gansu Provincial Department of Transport held in Lanzhou the signing ceremony for the Gansu Transportation Industry Investment Fund and the framework agreements for the second batch of highway PPP projects in the province. Gansu Provincial Transportation Construction Group Co., Ltd. and Shanghai Pudong Development Bank Co., Ltd. signed the "Framework Agreement on Jointly Establishing the Gansu Transportation Industry Investment Fund." The first phase of the fund is tentatively set at 20 billion yuan, and it is a government investment fund established in Gansu's transportation sector. In addition, the Provincial Department of Transport signed framework cooperation agreements for 13 highway PPP projects with three provincial enterprises including the Provincial Highway Aviation Tourism Investment Group and four central enterprises including China Communications Construction Company and China Railway. The 13 highway PPP projects have a total length of approximately 1,097 kilometers and an estimated total investment of approximately 81.8 billion yuan, covering 27 counties and districts in 11 cities and prefectures. According to reports, the 13 highway PPP projects promoted this time consist of 5 provincial-level expressway projects and 8 first-class highway projects. The 5 expressway projects include the Lanzhou Third Ring Expressway (Heishichuan to Honggu District section of Yongdeng County in Lanzhou), the connecting line between the G6 Beijing-Tibet Expressway and the Yellow River Riverside Expressway, the Lianhuacheng to Linxia City section, the S36 Guanghe to Kangle to Lintao section, and the Chankou Town to Qiangwan Town section of Baiyin City; the 8 first-class highway projects are the Jiayuguan to Qingquan section, the Qingquan to Qidun section, the Qidun to Guazhou section, the Mayingkou to Shandan West section, the Gulang Golden Triangle to Fengle section, and the Fengxiang Road Intersection to Pingliang East (Caowan Village) section of National Highway G312, the Ershilipukou to Cheluyaoxian section of Huancounty on the G341 line, and the Longxi to Lintao section of the G310 line.
