On June 17, 2017, the Exploration Technology Institute of the China Geological Survey successfully issued an early warning for the Dapo landslide in Anping, Fengjie County, in the Three Gorges Reservoir area of the Yangtze River, enabling 29 households and 155 people threatened by the landslide to be relocated in an orderly manner for temporary shelter under the command of the local government and properly resettled, safeguarding the safety of people's lives and property. Thanks to timely emergency response and appropriate measures, the production and daily life of local residents were not affected, and public sentiment remained stable.
The Exploration Technology Institute of the China Geological Survey has long been responsible for professional geological disaster monitoring in Fengjie County and Yunyang County in the Three Gorges Reservoir area of the Yangtze River. In May 2017, technicians from the Fengjie Geological Disaster Professional Monitoring Station of the Exploration Technology Institute (hereinafter referred to as the Fengjie Monitoring Station) found through analysis of monitoring data for the Dapo landslide in Anping Town, Fengjie County, that the maximum monthly deformation at some monitoring points reached 47 mm. Compared with the point with the largest deformation in April 2017 (9 mm), some monitoring points showed obvious accelerated deformation.
In response to the abnormal deformation of the landslide since the flood season began, technicians at the Fengjie Monitoring Station of the Exploration Technology Institute attached great importance to the matter, organized an internal technical seminar, and determined that the landslide had undergone accelerated deformation. In accordance with the requirements for emergency response in professional geological disaster monitoring, the professional monitoring personnel immediately went to the site to verify the situation and submitted a special report on the danger to the Fengjie County Land and Resources Bureau. At the same time, in view of the on-site conditions of the landslide, an emergency monitoring plan was promptly launched, additional professional monitoring equipment was installed, personnel were arranged to carry out on-site inspections, and the frequency of monitoring and inspections was increased.
On May 30, 2017, monitoring and inspections further revealed multiple cracks in the road at the front edge of the Dapo landslide (a road newly built in 2016). On June 17, after nearly a week of continuous heavy rain, technicians on patrol found signs of strong deformation at Dapo, mainly manifested as tension cracks at the rear edge and deformation of the retaining wall caused by bedrock extrusion where bedrock was exposed at the foundation of the water pool at the front edge. The Fengjie Monitoring Station of the Exploration Technology Institute immediately reported the above situation by telephone to the Fengjie County Geological Environment Monitoring Station and formed a written investigation report.
On June 19, geological experts organized by the Fengjie Geological Disaster Professional Monitoring Station of the Exploration Technology Institute and the Fengjie County Geological Environment Monitoring Station conducted an on-site survey and technical review of the landslide deformation and put forward handling opinions: "strengthen monitoring; report to the municipal bureau and request expert consultation."
Because the danger was urgent, the Fengjie Monitoring Station of the Exploration Technology Institute immediately reported the matter according to procedures to the Chongqing Municipal Geological Environment Monitoring Station. On June 20, it cooperated with an expert group dispatched by the station to inspect the site and conduct emergency consultation. After consultation, the expert group unanimously agreed that the early warning had been timely and the handling appropriate, and that the emergency monitoring process should be launched immediately, emergency monitoring equipment should be added, and manual monitoring should be carried out twice a day during the installation of the emergency monitoring equipment. The expert group also proposed that residents on the landslide be temporarily relocated for shelter.
The safety of people's lives and property is paramount. The rigorous and responsible working attitude, sense of responsibility for the people, and fast-paced, efficient hard work of all technicians at the Fengjie Monitoring Station of the Exploration Technology Institute have won recognition from peer technical experts and high praise from the local government. Recently, under the leadership and command of the Chongqing Municipal Land, Resources and Housing Administration Bureau and the Fengjie County People's Government, all 29 households and 155 people affected by the Dapo landslide have completed temporary emergency relocation and have been properly and orderly resettled, with their production and daily life unaffected.
