Government-invested construction projects that implemented bidding after January 1, 2015, will complete special rectification before mid-November 2017. Yesterday, the municipal government's special rectification work meeting on bidding and tendering for government-invested housing construction and municipal engineering projects was held to deploy rectification tasks. The meeting made clear: verified problems of violations of laws and regulations will be publicly notified and exposed in a concentrated manner, and corresponding punishments will be given in accordance with the law.
The person in charge of the Suzhou Municipal Housing and Urban-Rural Development Bureau introduced that in recent years, as the city's urbanization process has continued to accelerate, various key government-invested projects and practical projects have been rolled out in an all-round way. Only through open, fair, and just market competition and by selecting excellent construction teams can project quality be ensured and national and public interests be safeguarded. Driven by interests and loopholes in the system, there have been many problems in bidding and tendering over the years. Some construction units manipulate agencies and give instructions behind the scenes, splitting projects into parts to evade bidding or engaging in open bidding with predetermined winners, and tailor-making conditions for their preferred units; some construction units are inadequately prepared in the early stage and start construction hastily, with many post-award project changes, making investment control difficult to implement; some construction units do not manage the site properly during construction and turn a blind eye to contractors' violations; a small number of agency units, seeking improper benefits, conspire to manipulate bid rigging and collusive bidding, among other things. The above problems exist to varying degrees in Suzhou and seriously affect market order.
In order to earnestly implement the spirit of the provincial and municipal Party congresses, the plenary sessions of the discipline inspection commissions, and the provincial and municipal government meetings on clean government, according to the "Implementation Plan for the Special Rectification of Bidding and Tendering for Government-Invested Housing Construction and Municipal Engineering Projects in Suzhou" recently issued by the Municipal Housing and Urban-Rural Development Bureau and the Municipal Government Services Management Office, the special rectification work is carried out in five stages: the mobilization and deployment stage, the self-examination and self-correction stage, the mutual inspection and mutual promotion stage, the sorting and summary stage, and the rectification and improvement stage.
The scope of the special rectification mainly includes government-invested construction projects that implemented bidding after January 1, 2015. Among them, three types of projects must be inspected: all government-invested construction projects in 2016; government-invested construction projects in 2015 that should have been subject to public bidding but were not; and government-invested construction projects in 2015 with complaints regarding bidding and tendering. There are 16 key areas of rectification, including whether project lot division is reasonable, whether there is any behavior of dismembering contracts for contracting, and whether the bidder has any behavior of evading bidding; whether bidders engage in bid rigging, collusive bidding, or affiliation; whether project changes are supervised, whether major project changes are standardized, and whether there are problems of winning bids at low prices and settling at high prices; whether bid evaluation experts have violations and unfair bid evaluation behavior, and so on.
The meeting required that through this special rectification activity, starting with standardizing bidding and tendering activities for government-invested projects, a number of illegal and disciplinary violations in bidding and tendering that are strongly reflected by the masses and of a vile nature should be investigated and dealt with, a number of typical cases should be exposed, and at the same time the root causes of the problems should be identified, with efforts focused on building an engineering bidding and tendering management system with unified rules, openness and transparency, efficient services, and standardized supervision, creating an honest and open market competition environment, and safeguarding the city's economic construction and social development.
