I. Project Scale:
The Jing-Shen Railway starts from the Huolihai Rabbit Line Station of the Hongning Railway in the north and connects to the Jingbian North Station of the Menghua Railway in the south. A new Xiaojihan North to Xiaojihan connecting line (including the section from Lihua Factory North to Lihua Factory West) will be built, connecting to the Yanzezhe Station of the Baoxi Railway via the existing Xiaojihan and Yuheng Railway (Phase I), and connecting to the Baichenghe Line Station of the Jing-Shen Railway via the Yuheng Railway (Phase II under construction); a new Mengjiawan to Hongshixia connecting line will be built to connect to the Hongshixia Station of the Baoxi Railway; a new Nalingaotu to Dabaodang connecting line will be built to connect to the Qingshui Industrial Park; a new Huanghaoje to Yangqiaopan collection and transport station branch line will be built to connect to the Jingbian Energy and Chemical Industry Park.
The main line of Phase I has a total length of 243.958 km, of which the single-track section from Huolihai Rabbit Line Station (inclusive) to Huanghaoje (inclusive) is 227.334 km, and the double-track section from Huanghaoje (exclusive) to Jingbian North (inclusive) is 16.624 km; the total length of connecting lines is 42.027 km, including the Xiaojihan North to Xiaojihan connecting line (including the section from Lihua Factory North to Lihua Factory West) with a total length of 11.727 km, and the Mengjiawan to Hongshixia connecting line with a total length of 30.3 km (of which the single-track section from Mengjiawan to Hongshixia is 26.1 km, and the relief line from Liujiamao Line Station to Hongshixia Station is 4.2 km). The entire line has 23 stations and 2 line stations. Among them, there are 16 intermediate stations, 3 junction stations, 3 passing stations, and 1 overtaking station. The total project investment is 15.309 billion yuan, and the designed annual transport capacity is 100 million tons.

III. Section Division:
The offline engineering construction is divided into 10 sections.
The "Three Electrics" relocation and modification construction is divided into 2 sections:
JSQG-1 Section: DK0+000-- LDK93+709.9 (including the right line), including the reserved Xiaohaotu Station at Nalingaotu Station, the reserved Jinjitan branch line connection project at Mengjiawan Station, and the coal loading line projects at Xiaobaodang, Guojiatan, and Caojiatan. The total length of the line is about 97 km, and this section is within the design scope of China Railway Fourth Survey and Design Institute.
JSQG-2 Section: DK73+000-- D1K215+953.95, including the 11.73 km Xiaojihan North to Hongshiqiao connecting line. The total length of the line is about 155 km, and this section is within the design scope of China Railway Consulting.
The pre-station engineering supervision is divided into 3 sections:
1) Supervision Section 1 (JSZQJL-I): DK0+000～DK73+000, supervising 3 civil engineering sections.
2) Supervision Section 2 (JSZQJL-II): DK73+000～DK164+800, Xiaojihan North to Hongshiqiao connecting line 11.73KM, supervising 4 civil engineering sections.
3) Supervision Section 3 (JSZQJL-III): DK164+800～D1K215+953.95, supervising 3 civil engineering sections.
