Recently, the General Office of the Beijing Municipal People's Government issued the 'Implementation Opinions on Accelerating the Development of Prefabricated Buildings' (hereinafter referred to as the 'Opinions'), proposing that by 2020, prefabricated buildings should account for more than 30% of new construction area. New public buildings such as schools, hospitals, gymnasiums, shopping malls, and office buildings are encouraged to prioritize steel structure construction, among which new public buildings invested by the government with a single above-ground construction area of 10,000 square meters (inclusive) or more should adopt steel structure construction.
　　The 'Opinions' emphasize the need to adhere to standardized design, factory production, assembly construction, integrated decoration, information management, and intelligent application, fully leverage the leading role of advanced technologies, comprehensively improve construction levels and engineering quality, and promote the transformation and upgrading of Beijing's construction industry.
　　The 'Opinions' put forward three requirements:
　　First, starting from March 15, 2017, projects newly included in Beijing's affordable housing construction plan and newly approved government-invested new buildings should adopt prefabricated construction.
　　Second, starting from March 15, 2017, through the setting of relevant requirements in bidding, auction, and listing documents, commercial housing development projects that acquire state-owned land use rights in the six urban districts and Tongzhou District with an above-ground construction scale of 50,000 square meters (inclusive) or more through bidding, auction, and listing should adopt prefabricated construction; commercial housing development projects that acquire state-owned land use rights in other districts with an above-ground construction scale of 100,000 square meters (inclusive) or more should adopt prefabricated construction.
　　Third, projects using prefabricated concrete buildings or steel structure buildings should comply with relevant national and Beijing standards. For projects using prefabricated concrete buildings, the assembly rate should not be less than 50%; and when the building height is 60 meters (inclusive) or less, the prefabrication rate of the single building should not be less than 40%; when the building height is above 60 meters, the prefabrication rate of the single building should not be less than 20%.
