The Hainan Provincial Government convened a province-wide teleconference on the 27th, officially announcing this year's work plans for six special rectification and restoration-protection campaigns covering air pollution, soil environment, urban and rural environment, illegal construction, urban rivers and lakes, and mountain forests and wetlands, in a further push to advance the six major special environmental rectification campaigns and the Beautiful Hainan Hundred Towns and Thousand Villages program, and to drive quality and efficiency improvements in building "Beautiful Hainan."

Hainan Province, endowed with unique ecological resource advantages, has in recent years adhered to the strategy of "building the province on ecology," with the development goals of building a happy homeland for Hainan's people, a four-season garden for the nation, and a vacation paradise for domestic and foreign tourists. To protect its polluted green mountains and clear waters, Hainan Province has continuously carried out rectification campaigns against the proliferation of illegal construction and pollution of coastal zones, rivers and lakes. Over the past three years, a total of 16.57 million square meters of illegal construction has been demolished, 6,700 mu of land freed up, and 1.84 million square meters of illegal construction prevented and controlled; the harmless treatment rate of urban and rural domestic waste across the province has reached 86%; among the 64 urban inland river (lake) polluted water bodies under key rectification province-wide, 27 have met treatment targets, with the water quality compliance rate rising from 4.7% to 42.2%; Hainan Province completed 119,000 mu of forestry ecological restoration and recovery last year, with a pollution-free control rate of 90.78%; the proportion of days with good air quality across the province was 99.4%, with all pollutant indicators superior to the national Grade II standard; and the proportion of cultivated land soil quality reaching the Grade II standard across the province remained above 81%.

However, serious illegal construction still exists along roadsides in newly developed urban areas and in urban-rural fringe zones, and illegal construction prevention and control in rural areas urgently needs strengthening; waste treatment facilities are unevenly distributed, and the promotion of rural domestic waste classification and resource utilization is slow; typhoon-damaged forest land has not been fully restored, bare mountainsides caused by mining are a serious problem, hidden risks of declining air quality across the province are relatively high, and the foundation for soil environmental supervision is weak. According to the national urban black-odorous water body investigation results published last year by the Ministry of Housing and Urban-Rural Development and the Ministry of Environmental Protection, Hainan Province still has 29 inland rivers (lakes) on the black-odorous water body list. Full-year water quality monitoring data for 2016 show that among the 64 water bodies under key treatment, 16 sections still showed no improvement in water quality, and 4 sections not only failed to improve but actually deteriorated.

To further rectify these problems affecting "Beautiful Hainan," Hainan Province has published work plans for the six major special environmental rectification campaigns, clearly specifying 2017 work targets and key measures. In terms of illegal construction rectification, for example, the province will demolish 3.5 million square meters of illegal construction this year and carry out "no illegal construction" creation activities, with at least 30% of townships (subdistricts) in each city and county creating "outstanding no-illegal-construction townships" by year-end. In terms of comprehensive urban and rural environmental rectification, the "dirty and messy" phenomenon in rural environments will be basically eliminated, rural waste classification and treatment will be explored, and the signing rate of the "three responsibilities in front of the door" responsibility agreements will reach 100%. All newly built and renovated rural residences must be equipped with sanitary toilets meeting standards with three-stage septic tanks. Specific targets and measures have also been proposed for air pollution prevention and control, soil environmental treatment, urban inland river (lake) water pollution treatment, forestry and mountain ecological restoration, and wetland protection.

At this meeting, Hainan Province also announced the "Hainan Province Beautiful Countryside Construction Three-Year Action Plan (2017–2019)." Following standards of livability, workability, and tourism suitability, by the end of 2017 no fewer than 700 beautiful countryside demonstration villages will be built, reaching 1,000 by the end of 2019, while also building a batch of demonstration villages with distinctive rural tourism homestays and beautiful countryside leisure tourism resort areas.

Hainan Province Governor Liu Cigui said at the teleconference that pollution, illegal construction, and dirty and messy conditions must not be carried into a moderately prosperous society. Through environmental special rectification and other work, "Beautiful Hainan" will be built, fulfilling General Secretary Xi Jinping's instruction to "strive to make Hainan's mountains greener, its seawater bluer, its beaches more beautiful, and its air fresher."
