On February 13, according to the Changchun Municipal Government website in Jilin Province, the Changchun Municipal Construction Commission prioritized early planning and launched the first batch of "Three Early" projects, with 35 projects starting construction and a total investment of over 8 billion yuan. Among them, 17 projects are scheduled to start before the end of March, and another 18 projects before the end of April.

 Since October last year, the Changchun Municipal Construction Commission has taken the lead in coordinating all departments involved in construction to prepare project plans, focusing on urban ecological environment construction projects centered on the comprehensive treatment of the Yitong River and the treatment of black and odorous water bodies, urban landscape improvement projects centered on old city renovation and parking lot construction, major transportation infrastructure construction projects centered on rail transit, the improvement of the "two horizontal and three vertical" expressways and external corridors, and projects to enhance factor guarantee capacity centered on the construction of urban underground comprehensive utility tunnels.

  Up to now, 264 projects have completed schematic design, 236 projects have been approved for establishment, 199 projects have received feasibility study approval, and 168 projects have been tendered. Financing difficulties and land acquisition and demolition difficulties have always been bottleneck problems constraining project construction. To address the financing bottleneck, the Changchun Municipal Construction Commission has held multiple rounds of consultations and discussions with the finance department, all construction-related departments, financial institutions, and platform enterprises. For existing urban construction assets such as rail transit and the "two horizontal and three vertical" expressways, innovative models such as franchise operation are adopted to revitalize them, thereby solving the funding problem for the new round of rail transit and municipal road and bridge projects without increasing government debt.
