As the Spring Festival gradually fades away, various engineering projects have successively resumed production. This period is indeed a time when production safety accidents are prone to occur and frequent. In this regard, we must achieve the "three must-dos" to strengthen safety production in post-holiday construction projects and realize safe, rapid, and orderly resumption of work.
Institutional measures in place. All units must earnestly enhance their sense of responsibility, establish and improve hidden danger investigation and governance systems and safety accident prevention systems, implement the leadership shift system, refine work plans, and enforce supervision responsibilities for sub-item construction. Carefully identify potential risk factors during the resumption period, formulate corresponding emergency plans, promptly understand the situation of new and transferred employees in each project, and propose targeted management measures to strictly prevent accidents during resumption.
Safety education in place. After the Spring Festival, people's minds are somewhat restless, and there are many new employees entering the construction site and transferred employees. Each project department must seriously organize all employees to conduct post-holiday safety education. For new entrants, conduct "three-level safety education," promote safety production policies and regulations, focus on training in various safety production rules and operating procedures, enhance their safety awareness and consciousness of complying with laws and regulations, and before taking up posts, conduct safety briefings according to the type of work and construction characteristics, and keep records. The coverage rate of training and assessment must reach 100%.
Safety inspections in place. Each project department must organize a comprehensive safety inspection before resuming work and fully implement safety production measures. Focus on a comprehensive safety inspection of formwork supports, deep foundation pits, temporary construction electricity, large machinery and equipment, construction site fire protection, large-span steel structures, scaffolding, etc. For hidden dangers found during inspections, all units must track and urge the project department to rectify and implement them in place, strictly following the principle of "who inspects, who signs, who is responsible," and implement safety inspection responsibilities at every level. Each project department must, according to the construction
content and environmental changes, re-identify and evaluate the hazard sources of the project, and achieve timely disclosure and dynamic management of on-site risk sources.
