During a recent visit to the construction sites of municipal PPP projects such as the Huixin Avenue and Meihu Avenue Project, the reporter saw tower cranes standing in clusters, machinery roaring, and construction workers racing against time to advance the schedule, presenting a scene of bustling construction activity. It is reported that the Huixin Avenue and Meihu Avenue Project has completed an investment of approximately 348 million yuan, accounting for 13% of the total investment. The Third Dongjiang Bridge in this project, which connects North Third Ring Road and Huixin Avenue, is currently pushing forward pile foundation construction at full speed and strives to be completed in 2019.

The reporter learned from the Municipal Public Utilities Administration that five municipal infrastructure PPP projects—the Huixin Avenue and Meihu Avenue Project, the South Section of the Fourth Ring Road Project, the Jinlong Avenue Reconstruction Project, the Xiaojinhe Avenue Municipal Project, and the City West Exit Reconstruction Project—are key projects of our city this year, with a total investment of 7.764 billion yuan and a total road length of about 52 kilometers. Up to now, an investment of approximately 1.138 billion yuan has been completed, accounting for about 14.66% of the total investment.

"After all the projects are completed, they will effectively solve the 'travel difficulties' between Huicheng and Zhongkai. Traffic ring roads such as Huizhou North Third Ring Road and West Third Ring Road will be further connected, forming a relatively complete urban peripheral ring road traffic network and relieving traffic pressure in the central urban area," said a relevant person in charge of the administration.

Pile foundation work on the south bank of the Third Dongjiang Bridge is 60% complete

It is understood that the Huixin Avenue and Meihu Avenue Project has a total investment of approximately 2.779 billion yuan, with a contract construction period of three and a half years, and includes 9 interchanges and 10 bridges along the route. Among them, Section 01 of the Huixin Avenue and Meihu Avenue Project, the Third Dongjiang Bridge section, includes the newly built Third Dongjiang Bridge with a length of about 957.6 meters, planned as eight lanes in both directions, and three newly built interchange bridges: Huibo, Yanjiang Road, and Meihu. The Third Dongjiang Bridge is also a controlling project of the Huixin Avenue and Meihu Avenue Project and the key to whether the entire project can be completed smoothly.

The roar of machinery was deafening, engineering vehicles shuttled back and forth, and workers were sweating profusely... On the afternoon of February 10, the reporter drove along Huibo Avenue into the construction site of the Third Dongjiang Bridge. Looking around, the closely connected bridge piers were spectacular. To the south of the Beijing-Kowloon Railway river-crossing bridge, a steel structure trestle built to facilitate construction had been completed, and workers were busy carrying out pile foundation construction on the steel trestle.

"The Third Dongjiang Bridge is pushing forward the pile foundation project at full speed," said Li Fuji, chief engineer of the project management department. At present, the pile foundation work for the three main bridge piers has entered the final stage, 21 land-based bridge piers have been built on the north bank, and the pile foundation work on the south bank is 60% complete. "We strive to complete and open it to traffic in April 2019. By then, traffic from Jiangbei to Xiajiao and Meihu will be more convenient, and it will drive the development of the Xiajiao area and the Zhongkai area," Li Fuji said.

South Section of the Fourth Ring Road Project has completed 20% of total investment

"I hope the south section of the Fourth Ring Road will be completed and opened to traffic as soon as possible." Ms. Liu, a resident living near Huinan Avenue, often follows the progress of the project. According to reports, the South Section of the Fourth Ring Road (Zhongkai Avenue to Huinan Avenue) Project is about 11.3 kilometers long, with 4 interchanges, 1 railway-crossing bridge, and 2 multi-arch tunnels along the route. It is the main traffic corridor and central axis of economic development for the Huicheng Jinshan area, the Zhongkai Xikeng and Pingnan areas, and the Huiyang Zhenlong area along the route. At present, the project has completed about 20% of the total investment, and subgrade earthwork and interchange bridge construction are underway.

"Recently we have all been working overtime to catch up with the schedule to ensure the project advances as planned." At the construction site of the Huinan Interchange in the south section of the Fourth Ring Road, Yu Daju, head of the project department, told the reporter that the Huinan Interchange, Xikeng Interchange, Huitai Interchange, and Huidai Railway Overpass are undergoing bridge pile foundation and substructure construction, of which the Huinan Interchange has completed 37 piles and 8 bridge piers. In addition, the Xikeng East Tunnel and Xikeng West Tunnel are undergoing preparations for construction excavation. "The Xikeng East Tunnel is 305 meters long. At present, earthwork and slope support construction at the tunnel entrance are underway, and we strive to fully enter the tunnel excavation stage in April this year," Yu Daju said.

Jinlong Avenue Reconstruction strives for completion by the end of next year

As one of the main spatial development axes for the northward expansion of Huicheng District, the Jinlong Avenue Reconstruction Project is also a focus of public attention. The project is about 8.8 kilometers long and will be widened to eight lanes in both directions and reconstructed as an urban main road, striving to be completed in December next year. After the project is completed and opened to traffic, it can connect southeastward via Longsheng Bridge to Huize Avenue toward Shuikou and Hengli, and southward via Longsheng Bridge, Jiangdong No. 1 Road, and Jinshan Avenue to the southern urban area of Huizhou. It will become an important support for Huizhou's transportation network system.

In addition, the Xiaojinhe Avenue Municipal Project is located in the western part of the Jiangbei area, starting from Huibo Avenue in the south and ending at the intersection of Jinluo Road and Huizhou Avenue in the north, with a total length of 5,784 meters and eight lanes in both directions. It has currently completed an investment of about 200 million yuan, accounting for about 20% of the total investment. The City West Exit Reconstruction Project, located in the Huoche West Station area with a total length of about 4,608 meters, is also being vigorously advanced, with a cumulative completed investment of 100 million yuan, accounting for about 16% of the total investment.

Progress of key municipal projects

1 Longsheng Bridge and connecting road project: the bridge is about 1,170 meters long, the main bridge is 44 meters wide, designed as eight lanes in both directions, and supporting construction includes the Yunshan East Road Interchange and two urban main roads, Renmin Road and Jiangdong No. 1 Road. A cumulative investment of 830 million yuan has been completed, accounting for 50% of the total investment.

2 Xinkai River North Bridge and Shangdongping Binjiang Road Construction Project: total investment of about 260 million yuan, total project length of 2.638 kilometers, including the Xinkai River North Bridge section and the Binjiang Road section. A cumulative investment of 120 million yuan has been completed, accounting for 46% of the total investment.

3 Jinquan Road and Baishi Road Project: total length of 6.85 kilometers, planned construction period of 2 years. A cumulative investment of 140 million yuan has been completed, accounting for 27% of the total investment.

4 Jinshi No. 2 Road West Section Project: starting from Huibo Avenue in the west and ending at Huizhou Avenue in the east, designed as eight lanes in both directions, with a total length of about 3.4 kilometers. A cumulative investment of about 800 million yuan has been completed, accounting for about 90% of the total investment.
