On February 8, the Ministry of Transport officially launched the application process for smart port demonstration projects. Previously, the Ministry of Transport issued the 'Notice on Carrying Out Smart Port Demonstration Projects', deciding to focus on port smart logistics and hazardous cargo safety management, select a batch of ports to carry out smart port demonstration projects, and strive to innovate port-centric logistics service models and safety monitoring and supervision methods, so as to promote a port logistics operation system featuring 'one document for freight, one network for information' and gradually form a port hazardous cargo safety management system featuring 'one database for data, one network for supervision'.
It is reported that the main tasks of the demonstration projects are to promote the construction of smart port logistics and realize the intelligent management and supervision of port hazardous cargo. By innovating port logistics operation models, promoting 'Internet Plus' port applications, and exploring new Internet service models such as electronic waybills and online settlement; promoting the application of the BeiDou system in port production and logistics; leveraging the enthusiasm and initiative of various regions, and encouraging various forms of smart port logistics innovation in aspects such as the organic integration of the upstream and downstream industrial chains of port logistics and the integration of information and technology businesses. At the same time, establish a port hazardous cargo safety management information system and a provincial port hazardous cargo safety supervision information platform, and innovate the safety management and supervision models for port hazardous cargo.
The application conditions for this smart port demonstration project include: having a certain business scale; good informatization infrastructure; a clear implementation plan, clear concepts, clear innovation directions, compliance with management needs, and sufficient supporting funds. Provincial port administrative departments and port enterprises shall prepare implementation plans for applying for demonstration projects based on the demonstration tasks. The implementation plans shall be recommended by the local port administrative department, selected by the provincial transportation authorities, and submitted to the Water Transport Bureau of the Ministry before the end of April 2017. In principle, each province (region, municipality) shall recommend one demonstration application project. After comprehensive evaluation, the final list of demonstration projects will be announced before the end of May 2017. Provincial transportation authorities should strengthen follow-up supervision, coordinate and solve related problems, and complete the acceptance of demonstration projects before the end of September 2019.
