The plan proposes that by 2020, operating nuclear power capacity strive to reach 58 million kilowatts, with nuclear power capacity under construction reaching more than 30 million kilowatts.
The plan proposes to develop nuclear power safely and efficiently. On the premise of adopting China's and the latest international nuclear safety standards and ensuring no risk of failure, a batch of advanced third-generation pressurized water reactor nuclear power projects will begin construction in coastal areas. The pace of reactor type integration will be accelerated, the problem of too many and too varied reactor types will be steadily resolved, and gradual concentration on independent third-generation main reactor types will be achieved. Preliminary demonstration work for inland nuclear power projects will be actively carried out, and site protection will be strengthened. Major nuclear power science and technology programs will be implemented in depth, construction of the CAP1400 demonstration project will begin, and the high-temperature gas-cooled reactor demonstration project will be completed. Demonstration will be accelerated and the construction of large commercial spent fuel reprocessing plants will be promoted. Independent innovation demonstration projects such as intelligent small reactors, commercial fast reactors, and 600,000-kilowatt high-temperature gas-cooled reactors will be launched in due course, and comprehensive utilization of nuclear energy will be advanced. An action plan for building the nuclear power professional talent team will be implemented, training of talent in key positions such as nuclear safety supervision, nuclear power operators, and design, construction, and engineering management will be strengthened, the professional talent echelon will be improved, and diversified talent training channels will be established.
