Recently, five departments—the Ministry of Housing and Urban-Rural Development, the Office of the Central Rural Work Leading Group, the Ministry of Finance, the Ministry of Environmental Protection, and the Ministry of Agriculture—jointly issued a notice deciding to carry out demonstration village creation activities for improving the rural living environment during the "13th Five-Year Plan" period.
The demonstration villages to be created are divided into three types: basic-guarantee demonstration villages, environment-improvement demonstration villages, and beautiful and livable demonstration villages. Basic-guarantee demonstration villages should renovate or build basic living facilities according to local conditions, achieving basic safety guarantees, basic living guarantees, and basic sanitation guarantees. Environment-improvement demonstration villages should have completed village environment improvement and achieved results in three aspects: effective pollution control, clean public environment, and standardized and orderly management. Beautiful and livable demonstration villages should meet relevant requirements such as the national standard "Guidelines for the Construction of Beautiful Villages."
The same administrative village may only choose to apply for one type of demonstration project. The eastern region should focus on applying for beautiful and livable demonstration villages, the central and western regions should focus on applying for environment-improvement demonstration villages, and basic-guarantee demonstration villages are limited to applications from contiguous poverty-stricken areas and national-level poverty-stricken counties.
For the creation of demonstration villages, municipal and county housing and urban-rural development departments, Party committee rural work comprehensive departments, finance departments, environmental protection departments, and agriculture departments shall, in accordance with requirements, submit applications to provincial housing and urban-rural development and other departments. After organizing reviews, provincial housing and urban-rural development and other departments shall report to the Ministry of Housing and Urban-Rural Development. The five departments shall review the recommended lists and application materials from various localities and select some villages for third-party on-site verification. The list of demonstration villages shall be jointly announced by the five departments, and the central government shall arrange subsidy funds of 1 million yuan for each demonstration village.
