Beijing's urban sub-center project, Beijing New Airport, 2022 Beijing Winter Olympics venues, Universal Studios, and the new Shougang high-end industrial comprehensive service area... one after another, energy-saving green building projects will rise in the capital Beijing. Recently, the Municipal Government Information Office and the Municipal Housing and Urban-Rural Development Commission jointly held a press conference to interpret the "13th Five-Year Plan" for Civil Building Energy Efficiency Development in Beijing. The reporter learned that during the "13th Five-Year Plan" period, Beijing will continue to strengthen building energy efficiency work and control the total carbon emissions of civil buildings. Starting this year, Beijing will use three years to build no less than 300,000 square meters of ultra-low energy building demonstrations, and currently nearly 50,000 square meters of ultra-low energy buildings have begun construction.

Energy consumption of new urban residential buildings to be reduced by 25%

The three public rental housing buildings at the coking plant will be constructed using the ultra-low energy building model. In the future, in Beijing, from new buildings to existing building renovations, such ultra-low energy buildings will become more and more common.

"The new demonstration of no less than 300,000 square meters of ultra-low energy buildings will cover different types such as urban residential buildings, urban public buildings, and rural residences," introduced Feng Keliang, deputy director of the Municipal Housing and Urban-Rural Development Commission. Currently, nearly 50,000 square meters of ultra-low energy buildings have begun construction, mainly affordable housing and farmers' residences.

Affordable housing and civil buildings invested by the government will all adopt prefabricated construction. According to the "Development Plan," the city will continuously increase the proportion of prefabricated construction in commercial housing development projects and promote integrated structural decoration and finished delivery. By 2020, the proportion of prefabricated buildings in new buildings should reach over 30%.

During the "12th Five-Year Plan" period, the city's proportion of energy-saving buildings and building energy efficiency levels significantly improved, with the proportion of urban energy-saving civil buildings reaching 74.4%, ranking first among all provinces and cities. During the "12th Five-Year Plan" period, new buildings raised design standards, saving 1.364 million tons of standard coal, equivalent to the heating coal consumption of about 100 million square meters of urban buildings.

During the "13th Five-Year Plan" period, under the premise of a certain total building scale, by 2020, Beijing's total civil building energy consumption will be controlled within 41 million tons of standard coal, and by 2020, the energy consumption per unit area of new urban residential buildings will decrease by 25% compared to the average energy consumption per unit area of urban residential buildings at the end of the "12th Five-Year Plan."

Proportion of urban green building area to exceed 25%

According to the "Development Plan," the city will also increase the proportion of high-star green buildings. By the end of 2020, the proportion of green building area in the total urban civil building area will reach over 25%, and the application proportion of green building materials in new buildings will reach 40%.

Specifically, in new government-invested public welfare buildings and large public buildings, the two-star and above green building standards will be implemented; in green building demonstration areas and key industrial functional zones, the proportion of new civil building area constructed according to the two-star and above green building standards will reach over 40%; in real estate projects developed with social funds, the implementation of two-star and above green building standards is encouraged.

It is worth mentioning that Beijing will build a number of high-level green building projects in the urban sub-center area. In particular, in the municipal administrative office area of the urban sub-center, all buildings will meet the two-star and above green building standards, of which over 70% will be three-star green buildings.

How can buildings become "green"? "Priority will be given to technologies such as ultra-low energy controllable platforms, ground source heat pumps, solar photovoltaic renewable energy, and comprehensive utilization of municipal reclaimed water and rainwater; prefabricated construction methods will be widely adopted, and green building materials will be used on a large scale," explained the relevant person in charge at the press conference.

30 million square meters of building energy efficiency "major transformation"

The strategic positioning of the capital city has become clearer, and the governance of "urban diseases" has entered a critical stage. The new situation has put forward higher requirements for the capital's building energy efficiency.

Community environment improvement, indoor comfort enhancement... Wang Chengjun, deputy director and spokesperson of the Municipal Housing and Urban-Rural Development Commission, introduced that during the "13th Five-Year Plan" period, combined with the comprehensive renovation of old residential areas, about 30 million square meters of existing urban non-energy-saving residential buildings with renovation value will be completed for energy-saving and livable renovation. Combined with the rural infrastructure improvement project and village appearance improvement work, "whole-village advancement" will be implemented to complete the seismic reinforcement and energy-saving renovation of existing farmers' residences ahead of schedule. The intensity of energy-saving and green renovation of public buildings will be increased, completing 6 million square meters of public building renovation tasks. After renovation, the energy consumption of ordinary public buildings will decrease by 15%, and that of large public buildings will decrease by 20%.

During the "12th Five-Year Plan" period, the city completed 61.32 million square meters of energy-saving renovation of existing urban building envelopes, of which the renovation of existing residential buildings benefited more than 2 million residents; completed the new construction, reconstruction, seismic and energy-saving renovation of 535,700 rural residences, greatly exceeding the "12th Five-Year Plan" target of 200,000; completed the renovation of 187 coal-fired boiler rooms and the renewal and renovation of 1,800 kilometers of old heating pipelines, and the six urban districts have basically achieved coal-free heating.
