During the '13th Five-Year Plan' period, 14,400 kilometers of village access projects, 10,000 kilometers of village and group roads in 'Beautiful Thousand Villages' demonstration villages, and 10,000 kilometers of rural road network improvement projects will be completed. Accelerate the construction of rural power security projects, and by the end of 2016, achieve 100% coverage of power electricity in 6,220 poor villages across the province. Implement water supply improvement projects for poor villages, complete drinking water safety consolidation and improvement projects for 1,107 poor villages by 2017, and provide tap water to 260,000 households. By the end of the '13th Five-Year Plan', the main framework of the province's railway network will be basically completed, high-speed railways will connect the Gansu section of the Silk Road Economic Belt, forming a rapid passenger transport network and a large-capacity freight network, with railway operating mileage reaching 7,200 kilometers, of which high-speed railways will reach more than 2,000 kilometers, and railway coverage in cities and prefectures will reach 100%. The province will add more than 60,000 kilometers of highway mileage, with expressway mileage reaching 7,300 kilometers, achieving highways to every county, national and provincial roads to every township, asphalt or cement roads to every village, and connecting roads to key tourist attractions with trunk highways. The number of civil airports in the province will reach 12, achieving full coverage of civil aviation in cities and prefectures, 85% coverage in county-level city units, and basically establishing a general aviation airport system.
