On December 18, the Liaoning Provincial Government released the task division plan for implementing the "Northeast Revitalization 13th Five-Year Plan," setting out plans for Liaoning Province in administrative management, state-owned enterprise reform, economic development, infrastructure construction and other areas during the 13th Five-Year Plan period.
Advancing SOE Reform, Allowing Employee Shareholding
The Plan proposes that, in light of the characteristics of different types of state-owned enterprises, flexible measures such as introducing strategic investors, promoting enterprise restructuring and listing, allowing employee shareholding, and attracting equity investment funds be adopted to advance mixed-ownership reform.
Local state-owned enterprises are encouraged to actively bring in various types of investors. Equity and dividend incentive mechanisms for state-owned science and technology enterprises will be established, and relevant policies on independent innovation and rewards for the commercialization of scientific and technological achievements by state-owned enterprises and public institutions will be implemented.
Improving Elderly Care Services, Building "Migratory Bird" Bases
The Plan requires fostering new consumption growth points such as tourism, culture, sports, health and elderly care.
Tourism infrastructure construction will be strengthened, with vigorous development of eco-tourism, industrial tourism, border tourism, cultural tourism and coastal tourism, promotion of all-for-one tourism development, and the creation of an internationally renowned tourism destination.
A sound health and elderly care service system will be established and improved, and "migratory bird-style" leisure and health care bases will be built. Shenyang and other places will be promoted to carry out comprehensive pilot reforms of the health care service industry.
Factories in Central Urban Areas to Be Relocated or Shut Down
The Plan requires advancing the renovation and relocation of independent industrial and mining areas. Resettlement will be carried out for the population in some resource-exhausted areas of Liaoning Province. The development conditions of mining areas and the production and living conditions of residents will be effectively improved, and the renovation and construction of public service facilities such as education and medical care will be strengthened. The relocation and renovation of old urban industrial areas will be comprehensively advanced. Urban renewal and renovation will be promoted with a focus on old urban areas and urban villages. Industrial enterprises located in central urban areas will, depending on the circumstances, be renovated on site, relocated elsewhere, or shut down in accordance with the law. The relationship between urban construction and industrial heritage protection will be properly handled, and a mechanism for the protection, development and utilization of industrial heritage will be established.
Building the Eastern High-Speed Railway, Advancing Cross-Border Corridor Construction
In terms of railways, the Plan proposes accelerating the construction of high-speed railways such as Beijing-Shenyang and completing the Harbin-Beijing high-speed railway corridor. The planning and construction of the Shenyang-Tonghua and other high-speed railways in eastern Northeast China will be carried out. For conventional railways, the upgrading of existing lines such as Shenyang-Dandong and Shenyang-Jilin will be implemented. The construction of the Liaozhongnan intercity railway will be advanced.
Cross-border corridor construction with neighboring countries will be advanced, and preliminary research on high-speed railways from Northeast China to the Russian Far East and Mongolia will be launched.
In terms of highways, the Plan proposes advancing preliminary work on projects such as the G9111 Benxi-Ji'an and G4515 Chifeng-Suizhong national expressways, and advancing the reconstruction and expansion of national highways such as the G1 Suizhong-Jinzhou-Panshan section.
