该项目位于该市永州大道日升路至长丰大道，全线16.4公里，总投资约9.48亿元。管廊收容自来水、高压电、燃气、一般电力和通讯等5大类管线。项目采用PPP模式，由社会资本方中建五局与永州市经济建设投资发展集团有限责任公司共同出资，组建永州中建管廊建设项目公司，负责管廊的融资、建设、运营和维护。
合作期限为30年，其中建设期2年，运营维护期28年。该项目的建成将有利于节约城市用地，美化城市环境，提升城市品位。
