The construction of urban underground utility tunnels in Nanning is a major breakthrough in urban infrastructure development, and an important manifestation of implementing the spirit of the 12th Nanning Municipal Party Congress—working diligently, delivering results, and benefiting the people—to upgrade the quality of the Green City and build an ecologically livable Nanning.
Good news flowed from the Nanning Municipal Government's regular press conference on the construction of underground utility tunnels held on the 27th: Nanning attaches great importance to the planning and construction of underground utility tunnels, was officially selected in 2016 as a pilot city in the second batch of national underground utility tunnel pilot cities, and is advancing 12 utility tunnel projects as key pilot projects.In the next five years, Nanning will arrange a total of 49 underground utility tunnel projects, with a total construction scale of 131.11 kilometers and an estimated total investment of about 10.082 billion yuan, striving to build Nanning into a demonstration city for underground utility tunnels that faces ASEAN, connects with the rest of the country, and plays a leading exemplary role.

Selected as a Pilot City in the Second Batch of National Underground Utility Tunnel Pilot Cities
An underground utility tunnel is a public tunnel built underground in a city for the centralized installation of municipal pipelines such as power, communications, radio and television, and water supply. Liang Yong, Director of the Nanning Urban Management Bureau, said that this project has a design service life of up to 100 years and centrally arranges pipelines for water supply, drainage, gas, power, and telecommunications. Urban construction and municipal facility management can thereby make full use of above-ground land resources, save underground space, reduce road excavation, facilitate pipeline maintenance and daily management, and solve the "road zipper" problem caused by repeated road excavation.
The construction of underground utility tunnels is also a key task in China's urban development for the coming period, with more than 2,000 kilometers of underground utility tunnels to start construction nationwide within the year.
"Since 2005, Nanning has begun planning and construction of urban underground utility tunnels, and in 2006 established Nanning Urban Construction Utility Tunnel Construction Investment Co., Ltd. In May 2016, Nanning was successfully selected as a pilot city in the second batch of national underground utility tunnel pilot cities," Liang Yong said. In 2016 alone, Nanning planned 17 underground utility tunnel construction projects, with a total construction scale of 53.8 kilometers and a planned total investment of 4.361 billion yuan. Among them, 1 project is planned to be completed by the end of 2016, 13 projects by the end of 2017, and 3 projects by the end of 2018. Up to now, 10 projects have started construction, 16.6 kilometers of utility tunnels have been completed, and 529 million yuan of investment has been completed.

49 Underground Utility Tunnel Projects Arranged for the Next Five Years
In accordance with the work deployment requirements of the Ministry of Housing and Urban-Rural Development and the Ministry of Finance, and in line with the "Special Plan for Underground Utility Tunnels in Nanning" and the "Pilot Implementation Plan for Underground Utility Tunnels in Nanning," Nanning will make every effort to advance the construction of underground utility tunnel projects, focus on ensuring the construction of 12 pilot underground utility tunnel projects in Nanning and successfully complete them according to relevant national assessment requirements; further broaden financing channels for underground utility tunnels; and actively explore the introduction of new technologies and new standards related to utility tunnel construction to further improve the level of underground utility tunnel construction in Nanning, such as exploring the introduction of prefabricated assembly technology and striving to promote its application in Nanning's five-year utility tunnel project construction plan.
Moreover, while making every effort to advance the implementation progress of projects, it is necessary to ensure the construction quality of underground utility tunnel projects; to ensure that pipelines enter the tunnels, actively coordinating the entry of various specialized pipelines into tunnels in areas where underground utility tunnels have been planned and built; and to ensure the formulation of relevant supporting policies, promptly issuing the "Measures for the Management of Underground Utility Tunnels in Nanning" and the "Charging Standards for Paid Use of Underground Utility Tunnels," and continuing to do a good job in the planning and construction of underground utility tunnels.
Liang Yong revealed that, as a pilot city for underground utility tunnels, Nanning, by vigorously advancing the construction of underground utility tunnel projects, will provide strong support for accelerating the building of the "Four Cities" and will also help Nanning better face ASEAN countries and showcase the achievements of Nanning's municipal infrastructure construction.
According to the plan, in the next five years, Nanning will arrange a total of 49 underground utility tunnel projects, with a total construction scale of 131.11 kilometers and an estimated total investment of about 10.082 billion yuan. The projects are mainly distributed in the Fengling North Railway East Station area, the Wuxiang area, the Santang area, and the Jiangnan area in conjunction with old city renovation.
