Continuous Heavy Rain Causes Slope Collapse on Jingying Expressway; Wannian Management Center Promptly Responds to Clear Obstructions

Affected by heavy rainfall in northeastern Jiangxi, at around 3 p.m. on June 19, a collapse occurred at the Fenshuiling Interchange on the Jingying section of the Jinan-Guangzhou Expressway in the direction from Sanlong to Jingdezhen, affecting normal vehicle passage. After receiving the emergency report, the center immediately organized personnel to rush to the scene for emergency rescue. After more than two hours of emergency repair and obstruction clearing, the road surface was completely cleaned and the lanes resumed normal traffic.

It is understood that after the emergency occurred at around 3 p.m., the center immediately activated its emergency plan. On one hand, it promptly released information about the collapse and required all stations to remind passing vehicles in a timely manner; on the other hand, it organized a 30-person emergency obstruction-clearing team and dispatched rescue vehicles to arrive at the scene as quickly as possible for emergency rescue and clearing. At the scene, the rescue team found that the cause of the collapse was continuous heavy rainfall over consecutive days, which triggered flash floods and mudslides, leading to the collapse of the upper slope on the right side of the ramp from Sanlong to Jingdezhen at the Fenshuiling Interchange. The landslide area was about 400 square meters, and the landslide volume was about 200 cubic meters. A large amount of mud, sand, and gravel mixture covered the road surface, mostly gravel, with the largest rock block weighing nearly 200 jin, seriously affecting normal vehicle passage.

To avoid prolonged traffic congestion and ensure that obstruction clearing could be completed in a short time, the emergency repair and clearing team set up safety warning signs and promptly reassured drivers and passengers to wait patiently. Before the loader arrived, Wu Aijing, deputy general manager of the center, led a clearing team of nearly 30 people. On one hand, they used shovels to quickly clear the sand-gravel mixture on the roadway and cleared a lane on the right side that allowed one vehicle to pass, guiding vehicles to pass quickly; on the other hand, they organized maintenance personnel to use burlap sacks filled with sand and gravel to build a one-meter-high barrier at the still gushing flash flood outlet, diverting the flash flood and preventing secondary disasters. After the loader arrived at around 4 p.m., they began clearing the remaining mud, sand, and large rock blocks. After nearly more than two hours of hard work, by around 6 p.m., the road surface was completely cleaned and the lanes resumed normal traffic.
