Pingshan enforcement team seized 5 illegal dump trucks at the scene.
Without approval from any department, 50,000 square meters of green space within the ecological control line was leveled overnight and illegally dumped with slag by multiple dump trucks, forming a dangerous slope and posing a threat to the nearby reservoir. This scene occurred on the night of May 31 in Jingu Community, Pingshan New District. That night, the Pingshan enforcement team dispatched more than 30 law enforcement officers and seized 5 illegal dump trucks.
Regarding this egregious act of illegally destroying state-owned land and endangering public safety, Pingshan New District attaches great importance to it. District leaders led a team to the site for investigation yesterday, demanding serious handling, and the public security department has also intervened in the investigation.
More than 30 people dispatched to enforce the law and seize 5 dump trucks
At 21:50 on May 31, the Pingshan Office enforcement team received a complaint and immediately dispatched 15 people from the duty squadron and the dump truck squadron, along with 30 security guards, to the closed former Jingu Community residual mud and slag reception site to investigate the illegal occupation and illegal dumping.
Upon arrival, enforcement officers found 5 dump trucks dumping soil, all heavy dump trucks owned by Shenzhen Yuanzhi Construction Engineering Co., Ltd., and another 7 large engineering vehicles were conducting bulldozing operations. The enforcement team immediately stopped the ongoing illegal dumping and legally detained the illegal vehicles at the site. A dump truck also escaped from the scene.
"At that time, there were still many dump trucks outside the site, queuing up to enter and dump slag." said the head of the Pingshan enforcement team. Seeing this, the team members immediately stepped forward to stop the illegal act and legally detained the illegal vehicles. However, the other party was defiant and even confronted the enforcement officers for a time. In the chaos, a dump truck escaped. It was not until around 2 a.m. that the enforcement officers fully controlled the situation, and then stationed 30 security guards at the site to keep watch.
Illegal bulldozing forms new dangerous slope
According to reports, the illegal dumping occurred at the former Jingu Community residual mud and slag reception site, which is managed by the Pingshan Office Municipal Management Center. The site covers an area of 69,117 square meters and was put into use in March 2011. In June 2013, the site was closed due to full capacity, and the operating company carried out re-greening work. But unexpectedly, overnight, without approval from any government department, 50,000 square meters of green space within the ecological control line was leveled and 1,000 square meters of slag was illegally dumped.
On the morning of May 30, the reporter followed relevant leaders of the Pingshan New District Management Committee to the site for investigation. At the scene, the reporter saw that a gap had been opened directly from the expansion fence of Pingkui Road into the former Jingu residual mud and slag reception site, and thick steel plates were laid on the ground to facilitate the entry and exit of dump trucks.
The reporter noted that the edge of the leveled land is adjacent to the Chiao Reservoir below, and the dangerous slope formed has a drop of nearly 5 meters. It is also less than 500 meters away from the nearest residential area and the reservoir.
"The illegal bulldozing has damaged the slope from the southwest to the northwest of the original slag reception site, creating a new slope safety hazard that seriously endangers the safety of surrounding residents, the reservoir, and the river." a person in charge of the Pingshan New District Urban Management Bureau told the reporter.
Egregious nature; public security department has intervened
The reporter learned from a site manager that on May 31, his company, Shenzhen Haixiang Foundation Construction Engineering Co., Ltd., signed a contract with Southern CIMC Eastern Logistics Equipment Manufacturing Co., Ltd., which required the construction party to level 70,000 square meters of land at the original slag reception site within June 10 for container stacking. According to the contract, the construction party started work on the day the contract was signed, but whether the work was legal, the manager said he did not know.
Without approval from any government department, they started work privately and destroyed the green space within the ecological control line. On the day of construction, why did the construction party allow dump trucks to enter and illegally dump slag? Was it for stacking containers or dumping slag? At yesterday's investigation meeting, many departments questioned the actions of the companies involved.
A relevant person in charge of the Pingshan Management Bureau of the Municipal Planning and Land Commission also stated that this closed slag reception site is unlikely to be approved for use as a container yard, let alone approved to continue as a reception site.
This act has caused considerable loss to national land resources, damaged green space within the ecological control line, and posed a threat to public safety. The public security department of the new district has intervened.
For the subsequent management of this land, the new district suggests that the urban management department carry out re-greening and hand it over to the water affairs department of the new district to manage as a secondary water source protection area.
