Recently, the China Civil Engineering Society and the Beijing Zhan Tianyou Civil Engineering Science and Technology Development Foundation jointly issued the "Notice on Recommendation and Application for the 14th China Civil Engineering Zhan Tianyou Award" (hereinafter referred to as the "Notice"). According to the work plan, the nomination and evaluation of the 14th China Civil Engineering Zhan Tianyou Award (hereinafter referred to as the Zhan Tianyou Grand Prize) has been launched. The selection will be conducted according to the procedure of "recommendation and application - formal review - professional preliminary evaluation - evaluation conference review - approval by the Zhan Tianyou Grand Prize Steering Committee - public announcement - award presentation".

　　The Zhan Tianyou Grand Prize is the highest award for scientific and technological innovation in China's civil engineering industry, approved by the Ministry of Science and Technology, recognized by the Ministry of Housing and Urban-Rural Development, and hosted by the China Civil Engineering Society and the Beijing Zhan Tianyou Civil Engineering Science and Technology Development Foundation. Under the support and guidance of construction authorities in construction, transportation, water resources, railways, etc., the Zhan Tianyou Award is assessed by the "Zhan Tianyou Grand Prize Steering Committee" and the "Zhan Tianyou Grand Prize Selection Committee". It is reported that in the past 13 Zhan Tianyou Award selections, a total of 374 landmark innovative projects covering various civil engineering sectors such as highways, railways, tunnels, bridges, ports, water conservancy, water transportation, municipal engineering, urban rail transit, public buildings, and residential buildings have been commended. These award-winning premium projects reflect the highest level and latest technological innovation and application in planning, design, construction, and management of China's current civil engineering.

　　The "Notice" stipulates that the scope of candidate projects includes: building engineering (including high-rise buildings, long-span public buildings, industrial buildings, residential community projects, etc.; residential community projects are recommended by the Residential Branch of the China Civil Engineering Society); bridge engineering (including railway, highway, and urban bridges); railway engineering; tunnel and underground engineering, geotechnical engineering; highway and airfield engineering; water conservancy and hydropower engineering; water transportation, port and marine engineering; urban public transportation engineering (including rail transit engineering); municipal engineering (including water supply and drainage, gas and heating engineering, etc.); special engineering (including military engineering).

　　Candidate projects must have innovations and breakthroughs in planning, survey, design, construction, and project management (especially independent innovation), with the overall level reaching the leading domestic level of similar projects. They must highlight the application of advanced scientific and technological achievements, have high technological content, and possess a certain scale and representativeness. They must implement the architectural policy of "applicability, economy, greenness, and aesthetics", highlighting building usability and sustainable development concepts such as energy saving, water saving, land saving, material saving, and environmental protection. Project quality must meet the standards of premium projects and must have passed completion acceptance. For projects such as buildings and municipal engineering that implement one-time completion acceptance, they must have completed completion acceptance before June 30, 2015; for projects such as railways, highways, water transportation, and water conservancy that implement two-stage acceptance of "delivery acceptance or preliminary acceptance" and "formal completion acceptance", they must have completed completion acceptance before June 30, 2016.

　　The Zhan Tianyou Grand Prize adopts a "recommendation system" and can be recommended through the following channels: competent departments of relevant ministries and commissions (units) such as construction, transportation, water resources, and railways; provincial, autonomous regional, and municipal civil engineering or civil construction societies (in conjunction with local construction administrative departments), and corresponding organizations entrusted in Hong Kong, Macao, and Taiwan; professional branches (committees) of the China Civil Engineering Society; and large enterprises in the industry such as China State Construction Engineering Corporation, China Communications Construction Group Corporation, China Railway Engineering Corporation, and China Railway Construction Corporation.

　　Recommending units shall, in accordance with the "scope of candidate projects" and "conditions for candidate projects", organize experts in relevant fields to select and recommend engineering projects within their professional scope and region.

　　The "Notice" also stipulates the conditions for applicant units. The applicant unit must be the main completion unit of the project in terms of technological innovation and application of advanced scientific and technological achievements (including survey, design, construction, scientific research, construction, and supervision units of the project), and must also be a group member of the China Civil Engineering Society. The first applicant unit (main applicant unit) is responsible for organizing and coordinating other applicant units, submitting application materials for the candidate project, and communicating with other applicant units in the future. In principle, each project is limited to 5 applicant units (among which the construction and installation work volume of the construction unit should exceed 50 million yuan), and may be appropriately increased or decreased for special projects.

　　The Zhan Tianyou Grand Prize also includes an Innovation Collective Award, which rewards engineering and technical staff teams that participate in project construction (including design, construction, survey, scientific research, supervision, and construction units) and have made outstanding contributions to technological innovation and new technology application in the project. It is based on projects that have won the Zhan Tianyou Grand Prize and is conducted simultaneously with the Zhan Tianyou Grand Prize selection. The application materials for the Innovation Collective should be submitted together with the application materials for the candidate project. The application materials are required to be sent to the China Civil Engineering Society from August 1 to 20, 2016.
