The underground civil air defense facility in Zifangyuan No. 2 Community, Fangzhuang, Beijing, was recently closed, evacuating over 180 transient residents from a total area of 2,000 square meters. According to Xie Bin, director of the Comprehensive Management Office of the Fangzhuang Subdistrict Office, Fangzhuang plans to shut down 26 underground spaces this year (11 civil air defense facilities and 15 ordinary basements) as well as 19 courtyards rented to scattered residents. Once this work is completed, it is expected to relocate 2,000 transient residents from the area, accounting for 6.25% of the total transient population in the area. In addition, this year will continue to crack down on illegal housing rentals and group renting in accordance with the law, and intensify governance efforts.

The underground spaces are densely packed with rooms, cold and damp, with wires and power strips running throughout the rooms and corridors, and no standardized emergency escape signs posted, posing significant safety hazards. After closure, the underground spaces will be fitted with iron mesh protective windows and doors to prevent transient individuals from re-entering.

It is understood that this underground space was the only rented residential civil air defense facility in Zifangyuan No. 2 Community. The living conditions were rudimentary and the population mixed; especially in summer, tenants would dry bedding and other items on low plants in the community, and vendors would gather at the entrance, creating a dirty and messy surrounding environment that caused great inconvenience to residents' lives.

Xie Bin introduced that after a month of cleanup and rectification work, the clearance of the underground civil air defense facility in Zifangyuan No. 2 Community is nearing completion. Next, the Comprehensive Management Office will conduct door-to-door publicity and cleanup and rectification work for the underground spaces of Buildings 4 and 5 in Fangchengyuan No. 2 Community.

Li Haiqiu, secretary of the Fangzhuang Regional Working Committee, required at the Fangzhuang 2016 Work Meeting on Relieving Non-Capital Functions and Coordinated Development that after closing and locking the doors, electricity wires, switches, and other facilities must first be shut down to prevent safety hazards, and this civil air defense facility should be handed over to relevant departments for handling as soon as possible.
