At 8:58 on April 29, as several excavators began digging, the monitoring center of the Haikou Underground Comprehensive Utility Tunnel project, constructed by the Fourth Company of China Railway No. 4 Engineering Group, officially broke ground.

　　The Haikou Comprehensive Utility Tunnel Control Center project is located at Changbin Road and Changxiu Avenue. The control center is divided into a municipal-level control center and a district-level control center. This control center is positioned as the municipal-level control center for Haikou's comprehensive utility tunnels. It is sited in the southern area of the West Coast New District, specifically at the northeast corner of the intersection of Changbin Road and Changxiu Avenue, within the land area of Wuyuanhe Sports Park. To the east of the site is Haikou Wuyuanhe Sports Park; to the east lies Changxiu Avenue (a newly built road); to the west lies Changbin Road (a reconstructed road); to the north are supporting facilities of Haikou Wuyuanhe Sports Park. The foundation pit excavation depth is 10.2 m.

　　Since the establishment of the Haikou utility tunnel project site, the project department's management personnel have carefully planned and strategized, advancing toward the goal of completing 700 million yuan in output value in 330 days, working hard and moving quickly. At peak times, more than 750 laborers and 169 large construction machines of various types were deployed. The construction front is distributed across six underground utility tunnels, including Tianxiang Road and Changbin Road, totaling 11.1 km. The first top slab of the utility tunnel main structure was successfully poured on March 4, and the standard section of the more than 400-meter double-cell utility tunnel on Tianxiang Road was completed on March 30.

　　The groundbreaking of the monitoring center marks that the core hub center responsible for daily management, equipment monitoring, and security protection of the underground comprehensive utility tunnels in the southern area of Haikou's West Coast has officially entered the substantive construction stage.
