当天，中央电视台报道说，不少业内人士赞许三一集团的诉讼行为，表示中国海外的企业在投资受阻的情况下，应该像三一集团那样通过法律武器来维护中国企业的合法利益。
据悉，2012年9月28日，奥巴马以威胁美国国家安全为由，签发行政命令，禁止三一集团关联公司罗尔斯公司在美国俄勒冈州一军事基地附近兴建4座风力发电站，并要求罗尔斯公司在两星期之内从上述场地撤走全部财产和装置。为维护合法权益，三一将美国外国投资审查委员会和总统奥巴马告上法庭。
此前，三一副总经理、美国罗尔斯公司首席执行官吴佳梁曾强调，把美国总统列入被告并不是商业炒作行为，希望美国司法系统能给出一个公平公正的判决。吴佳梁同时呼吁美国外国投资审查委员会未来在审查在美国投资的中国企业时，能够更加公开和透明。
