The reporter learned from the Qinghai Provincial Highway Work Conference held recently that this year Qinghai Province will complete more than 2 billion yuan in investment in rural road construction, plans to build or upgrade over 5,900 kilometers of rural roads, and build more than 200 rural convenience bridges.
It is understood that highway departments at all levels in Qinghai Province will focus on increasing the access rate of incorporated villages, take concentrated contiguous poverty-stricken areas and Tibetan areas as the main battlegrounds, accelerate the construction of “four-good rural roads,” and advance projects such as the demonstration pilot for a moderately prosperous society in Haibei Prefecture and the Ping'an and Zhenxing projects; strengthen industry supervision of rural road work in various localities, urge local governments to effectively implement the “seven disclosures” system for rural road construction and the primary responsibility of county-level people's governments, and ensure that supporting funds for rural road maintenance in various localities are in place on time and in full; and organize the selection of “four-good rural roads” demonstration counties, using policy incentives and reward and punishment measures to drive the rapid development of rural roads across the province.
Qinghai will also further increase technical guidance and supervision and inspection of rural road work in prefectures (cities) and counties, strictly implement the highway construction market access system, establish a long-term mechanism for rural road management, and ensure the quality of rural road construction; strengthen bidding management for rural road construction projects, strictly prohibit construction and supervision units from illegally subcontracting or transferring rural road construction projects, and continuously standardize the contracting procedures; and urge the transportation bureaus of prefectures (cities) and counties to accelerate the completion acceptance of various rural road construction projects and do a good job in related concluding work.
