Recently, in order to implement the spirit of the provincial housing and urban-rural development work conference and promote the healthy and stable development of the provincial survey and design industry, the provincial survey and design work symposium was held in Changsha. Song Luming, Director of the Survey and Design Division of the Provincial Department of Housing and Urban-Rural Development, presided over the meeting, and Yao Yingjie, Deputy Director of the Department, attended and delivered a speech. Relevant persons in charge of the housing and urban-rural development bureaus (construction committees, planning and construction bureaus) of all cities and prefectures, relevant persons in charge of the housing and urban-rural development competent departments of counties directly administered by the province and the Changsha-Zhuzhou-Xiangtan industrial parks, legal representatives and chief technical persons in charge of construction drawing review institutions, and representatives of survey and design units directly under the province and central units stationed in Hunan attended the meeting.
At the meeting, Director Song Luming summarized the work of the provincial survey and design industry in 2015 and put forward work plans for 2016. In addition, comrades from the Design Division also interpreted two documents: the Guiding Opinions of the General Office of the Hunan Provincial People's Government on Carrying Out Building Information Modeling Application Work and the Notice of the General Office of the Hunan Provincial People's Government on Carrying Out the Construction of the Standard Design Atlas System for New Urbanization in Hunan Province.
Deputy Director Yao Yingjie fully affirmed the development achievements of the survey and design industry in 2015 and put forward five opinions on the development of the provincial survey and design industry: First, survey and design enterprises should have an attitude of independent thinking, a professional spirit, and a work style of going deep into reality, follow the spirit of the Ministry of Housing and Urban-Rural Development and the provincial government, adapt to local conditions, serve as good assistants to the housing and urban-rural development competent departments of all cities and prefectures, and solve "urban diseases" such as traffic congestion, environmental pollution, insufficient infrastructure support, and lack of public space. Second, the promotion and application of the new urbanization standard atlas should be well carried out. At present, the compilation of six series of standard atlases has been completed. These atlases have absorbed past engineering practice experience and at the same time embodied design concepts of green and low-carbon development, industrialization, investment savings, shortening of construction periods, and reduction of maintenance. Next, free access and download will be provided on the portal website of the Department. Everyone should actively promote and apply them. Third, the application of Building Information Modeling (BIM) technology should be vigorously advanced. BIM technology is a key technology for industry transformation and upgrading and is the development trend of the survey and design industry in the future. BIM technology greatly shortens construction periods and reduces costs. It is widely used in transportation, water conservancy, and electric power enterprises in the province, and many enterprises have also independently developed it. It will be reflected in future new urbanization pilot work and the "Three-Year Action Plan." Fourth, the healthy development of the industry should be promoted. The status of the survey and design industry in Jiangxi Province is not commensurate with the economic status of Hunan Province. In future work, the province should vigorously promote outstanding works and outstanding survey and design personnel, encourage enterprises to apply for new qualifications legally and compliantly, study the local survey and design industry market, and clarify the direction. Fifth, management should be strictly strengthened. Efforts to investigate and deal with illegal and non-compliant acts should be increased, law enforcement supervision should be further improved, and the efficiency of law enforcement supervision should be raised.
