On January 31, as the New Year approached, the No.1 Branch of the JMZQ-4 Project Command of the Shenzhen-Maoming Railway, under China Railway 20th Bureau Group, organized a bidding and bid opening meeting for steel pipes and fasteners. The meeting was chaired by Wang Chunlu, Director of the Materials and Equipment Department. Zhao Hui, Director of the Company's East China Materials Factory, supervised the entire bid opening process. Branch leaders, the Finance Department, Planning Department, Technical Department, Laboratory, all members of the Materials and Equipment Department, and five bidding units participated in this competition.

Before the bidding and bid opening meeting began, all evaluation personnel first signed the "Integrity Commitment Letter for Bid Evaluation Personnel," earnestly, fairly, and honestly performing their bid evaluation duties. They strictly followed the "Group Company's Measures for the Administration of Material Bidding" and adhered to the principle of controlling quality from the source for bidding units. In accordance with the principles of openness, fairness, and justice, the bid evaluation team conducted an on-site review of the bidding documents from the five suppliers participating in the bid. The judges objectively and practically conducted a comprehensive evaluation of the bidding units by comparing various conditions such as qualifications, supply guarantee capacity, service quality, and payment methods. The bid evaluation committee ranked the units based on on-site assessment, screened and determined the proposed winning units, and reported them to higher authorities for review. At the same time, the bidding project implemented a "one bid, one file" record management, truly achieving the practice of "comparing goods from three suppliers."

The holding of this bidding meeting marks the progress and improvement of the No.1 Branch in its material procurement management mechanism. It effectively ensured the material supply for the project, improved procurement quality, and played a positive role in "reducing costs and increasing efficiency."
