Safety work is of paramount importance. On January 25, the Lixiang Railway Project Department of the Third Company of China Railway 21st Bureau Group held a dedicated meeting to summarize 2015 safety work and deploy 2016 safety production, focusing on summarizing past good experience and practices, analyzing existing problems and shortcomings, and seeking new ideas and methods to effectively carry out safety work in 2016.
The analysis concluded that over the past year, the "Safety and Quality Control Year" activity was earnestly carried out, and through multiple measures such as hazard rectification, safety and quality education and inspections, monthly safety and quality operation analysis, and safety knowledge competitions, the project's safety and quality were kept stable and controllable. Construction safety and quality at several high-risk tunnels—Wenbi Mountain No. 1 and No. 2 and Huangshanshao tunnels—were well controlled. To promote safety and quality awareness, the project department convened several general staff meetings to specifically publicize and mobilize the "Safety and Quality Control Year" activity, and combined it with labor competitions such as the "Spring Thunder Cup," "Intensive Work in the Third Quarter," and "Decisive Battle in the Fourth Quarter," conducting uninterrupted, all-round, multi-angle, and multi-level repeated study and publicity. With the "Safety and Quality Control Year" activity as the main line and construction production as the carrier, it comprehensively advanced safety and quality and standardized civilized site construction, achieving good results. Over the year, more than 200 articles on safety and quality management and the "Safety and Quality Control Year" activity were published in major national newspapers, websites, and site publications. This played a positive role in boosting employee morale and implementing safety and quality standards and safety and quality control during construction. In 2015, a total of 852 "Safety Responsibility Agreements" were signed with construction personnel of each crew, with a signing rate of 100%. A total of 76 training sessions were conducted, including pre-job training for all personnel, special operation personnel, the nine major personnel categories, and safety technical briefings, with 1,123 person-times having participated in training. One comprehensive emergency plan and 24 special emergency plans were prepared. At the same time, according to the emergency drill plan, drills for fire, flood control, sudden water and mud inrush, and special equipment production accidents were conducted multiple times at each crew to improve the scientific self-rescue capabilities of project participants and prevent accidents caused by blind rescue attempts.
Regarding safety and quality management and standardized civilized site construction in 2016, project leaders required: "Better to hear scolding than crying." Where safety measures are not fully implemented, it is better to slow down one cycle than to rush one centimeter of progress. On-site safety control must be effectively strengthened, standards and regulations must be implemented, and no dead corners or hidden dangers should be left. Advanced geological forecasting and surrounding rock measurement must be treated as important links in safety work to ensure the steady progress of high-risk tunnel construction. To this end, the project department specifically formulated a new "Safety Management Measures for High-Risk Tunnels" targeting safety issues in high-risk tunnel construction, emphasizing the importance of advanced geological forecasting and surrounding rock measurement for high-risk tunnels, and requiring that excavation construction and initial support must be carried out steadily and solidly under the premise of ensuring safety.
When dividing node plan tasks, risk factors were specifically considered and time windows for handling risks were reserved. New management measures were also specifically issued, and "Safety and Quality Management Responsibility Agreements" and "Standardized Civilized Site Construction Responsibility Agreements" were signed with each crew, the explosives warehouse, the mixing station, and the steel structure plant respectively. New "Safety and Quality Assurance Measures for High-Risk Tunnel Construction" and "Safety and Quality Management Reward and Penalty Measures" were issued. A safety work leading group was established, headed by project department leaders and composed of relevant departments and crews, with division of labor and cooperation, clear responsibilities, and strengthened accountability to ensure no problems arise in safety and quality work, laying the foundation for ensuring construction safety in 2016.
