On January 9, 2016, it was learned from the Changde Project Office in Hunan that in 2015, Changde's key construction projects completed a cumulative investment of 103 billion yuan, accounting for 103% of the annual plan and exceeding the planned investment by 3 billion yuan; this represents 56% of the city's total fixed asset investment of 184 billion yuan (estimated).

In 2015, Changde vigorously advanced its strategy of invigorating the city through industry, promoting 138 industrial projects with a completed investment of 24.93 billion yuan, accounting for 101.1% of the annual task. Projects such as Huadian Changde Power Plant (Phase I), Heng'an Paper Phase V production line, Changde Tobacco Redrying Phase II, Zhongli New Materials lithium battery separator production line, Xinpeng Ceramics Phase II, Taoyuan Longxingtianxia sporting goods Phase II production line, Li County Mengheng Garment Accessories production line, Anxiang Jinmei Jinniu Chemical synthetic ammonia expansion, Shimen Conch Cement energy-saving renovation, and citywide standardized factory building construction have all been completed and put into operation; projects such as Hanergy Photovoltaic construction, Hongwang Lubricating Oil production line, and Jinshi Xinhexin Pharmaceutical Intermediates production line are advancing rapidly. There were 39 modern agriculture projects with an annual planned investment of 6 billion yuan; from January to December, 6.17 billion yuan was completed, accounting for 103% of the annual task. Projects such as the city's grain production capacity construction, basic farmland construction around Dongting Lake, modern agriculture demonstration zone construction, and Xiangchu Boundary (Hunan) International Ecological Park Phase II construction have all been completed. There were 90 modern service industry projects with an annual planned investment of 21.85 billion yuan; from January to December, 21.4 billion yuan was completed, accounting for 97.9% of the annual task. Projects such as Changde You'a International Plaza, Changde Happy Water World, Dongxing Home Plaza, Li County Chengtoushan National Archaeological Site Park, and Taoyuan Huaxing Logistics Phase II have been completed or are about to be completed and opened; annual investments in projects such as Changde Wanda Plaza and Taohuayuan Ancient Town Cultural Village and supporting facilities each exceeded 800 million yuan. In 2015, the city's infrastructure improved significantly. Throughout the year, there were 170 infrastructure projects (including energy-saving and environmental protection projects), with a completed investment of 36.4 billion yuan, accounting for 106% of the annual task. A batch of projects including Taohuayuan Airport expansion, Taohuayuan Road and Airport Expressway, Liuhu Shayue, Baihe Town (Phase I), Wuling Pavilion Pedestrian City quality improvement and renovation, Jiangnan Urban Area Civil Air Defense Project, the "five counties and one city" natural gas pipeline transmission and distribution project, and Taoyuan County Riverside Scenic Belt were completed within the year; projects such as the Shimen-Changsha Railway double-track expansion, Chuanzi River Characteristic Commercial Street, Chuanzi River water system comprehensive improvement, 25 bridges in the Northern New City, Jiuquan—Hunan ±800 kV UHV DC line construction, and Huangmuguan Sewage Treatment Plant progressed smoothly; major transportation projects such as the Qianjiang-Zhangjiajie-Changde Railway and the Yuanli Expressway Main Line No. 1, No. 2, and No. 6 Avenues started construction.

In 2015, the whole city adhered to the principle of putting people's livelihood first and giving priority to people's livelihood, and made every effort to advance social livelihood projects. To solve the housing difficulties of low-income families, the city acquired 780 mu of land for public rental housing construction; 18,422 units with a total area of 962,711 square meters have started construction, and 14,930 units with a total area of 764,895 square meters have been basically completed; the urban area invested 1.11 billion yuan in shantytown renovation, improving the living conditions of 1,277 needy households; Hunan Preschool Teachers College, located in the Vocational Education University Town, has been completed and enrolled students in September; projects such as Xiangya Changde Hospital, the city's rural weak school renovation, Wuling District Social Welfare Center, Liuye Lake Perfect Community, Taoyuan Culture and Sports Center, and county-level hospital expansion and relocation projects in Shimen, Linli, Anxiang, Hanshou, and West Dongting are being accelerated.
