To the construction commissions of all districts and counties (autonomous counties); the construction bureaus of Liangjiang New Area, Northern New Area, Economic and Technological Development Zone, High-tech Zone, Wansheng Economic and Technological Development Zone, and Shuangqiao Economic and Technological Development Zone; and relevant units:

　　In order to earnestly implement the spirit of the national and municipal teleconferences on safety production work held on January 6, 2016, and the spirit of the first enlarged meeting of the Party Leadership Group and the first plenary meeting of the Safety Committee of the Municipal Commission of Urban and Rural Construction held on January 7, effectively prevent the occurrence of various production safety accidents, ensure safety and stability during the Spring Festival and the "Two Sessions" at both national and municipal levels, and ensure that the city's building construction safety production work gets off to a good start and a solid beginning, and in accordance with the requirements of the Municipal Commission of Urban and Rural Construction's "Notice on Earnestly Doing a Good Job in Building Safety Production at the End of the Year and the Beginning of the Year and During the 'Two Festivals and Two Sessions' and 'Three Nights'" (Yu Jian [2015] No. 438) and "Notice on Profoundly Learning the Lessons of Recent Accidents and Immediately Launching a Major Inspection of Building Construction Safety Production" (Yu Jian [2015] No. 454), after study, our commission has decided to launch a special supervision and inspection of building construction safety production throughout the city from now until the end of March. The relevant matters are hereby notified as follows:

　　I. Purpose of Supervision and Inspection

　　Through this building safety production supervision and inspection, further strengthen safety production supervision, urge enterprises to fully implement the main responsibility for safety production, promptly eliminate major safety hazards, effectively prevent the occurrence of various production safety accidents, and ensure that the city's building safety production situation remains continuously stable and improving during the Spring Festival and the "Two Sessions" at both national and municipal levels.

　　II. Time of Supervision and Inspection

　　From now until March 31, 2016. The specific itinerary shall be arranged by each supervision and inspection group within the supervision period according to the requirements of the group leader.

　　III. Targets and Scope of Supervision and Inspection

　　(1) The urban and rural construction commissions of all districts and counties and the responsible entities of all parties involved in project construction.

　　(2) Housing construction and municipal infrastructure projects under construction (the project image progress should be at the main structure construction stage).

　　IV. Main Contents of Supervision and Inspection

　　(1) The implementation by all districts and counties of the work arrangements on safety production by the municipal Party committee, the municipal government, and the Municipal Commission of Urban and Rural Construction, as well as the important instructions and directives of central and municipal leaders;

　　(2) The arrangements by all districts and counties for safety production work at the end of the year and the beginning of the year and during the Spring Festival and the "Two Sessions" at both national and municipal levels;

　　(3) The inspection and supervision by all districts and counties of projects under construction within their jurisdictions during special periods such as the end of the year and the beginning of the year, as well as routine safety supervision and law enforcement inspections;

　　(4) The implementation of the main responsibility for safety production by all parties involved in project construction and the soundness and improvement of safety production systems; the management of sub-divisional and sub-item projects with relatively high risk; civilized construction on the construction site; standardization construction, education and training, working with certificates, emergency management, fire protection, and other basic safety production work; the development of hazard investigation and rectification and the correction of violations and irregularities. The following contents shall be inspected with emphasis:

　　1. The in-depth implementation of the special action to implement construction plans for "high-risk projects." Inspect whether all parties involved in project construction implement the provisions of the "Measures for the Safety Management of Sub-divisional and Sub-item Projects with Relatively High Risk" (Jian Zhi [2009] No. 87) and the "Implementation Rules for the Safety Management of Sub-divisional and Sub-item Projects with Relatively High Risk in Chongqing Municipality" (Yu Jian Fa [2014] No. 16), with emphasis on inspecting the implementation of each link—preparation, review, demonstration, disclosure, implementation, and acceptance—of special safety construction plans for "high-risk projects" such as foundation pit support, earthwork (tunnel) excavation, scaffolding, formwork support systems, and the installation, lifting, and dismantling of hoisting machinery, as well as the performance of duties by construction and supervision units in participating in the management of "high-risk projects."

　　2. The management of temporary facilities such as dormitories and offices and of slag and material stockpile areas on construction sites. Whether temporary facilities such as dormitories and offices leak water, whether there is accumulated water around them, and whether the foundation and main structure are reliable; whether there are hidden safety hazards in the slag and material stockpile areas and temporary enclosures on the construction site, and whether dedicated personnel are arranged to regularly inspect the slag and material stockpile areas and temporary enclosures; whether the surroundings of the project are threatened by floods, landslides, debris flows, and the like.

　　3. Fire safety management on the construction site. Emphasis shall be placed on inspecting hot work approval on the construction site, the use and management of flammable and explosive materials, the configuration and management of fire-fighting equipment, the setup of temporary fire-fighting facilities, the formulation of fire-fighting emergency plans, and records and summaries of special fire-fighting drills. The preparation of special plans for temporary electricity use in construction, as well as external power protection, temporary electricity lines, three-level distribution boxes, and the use and management of electrical machinery and tools.

　　4. Safety education and training for winter construction. Whether each construction site incorporates winter construction safety production education into its important work agenda; whether it adopts forms such as safety education, technical disclosure, and pre-issuance training for the Ping'an Card to conduct winter construction safety education and training, so as to improve winter construction safety prevention capabilities, the ability to handle emergencies, and self-protection capabilities.

　　(5) Other work that the supervision and inspection group deems necessary to supervise and inspect according to actual circumstances.

　　V. Methods of Supervision and Inspection

　　This supervision and inspection shall be organized by leaders of the Municipal Commission of Urban and Rural Construction leading 13 supervision and inspection groups to conduct full coverage supervision and inspection of all districts and counties in the city. The supervision and inspection shall be conducted by methods such as "listening to reports, reviewing materials, selecting projects, on-site inspection, on-site comments, or centralized notification."

　　VI. Grouping and Arrangements for Supervision and Inspection

　　(1) The grouping and scope of supervision and inspection led by leaders of the Municipal Commission of Urban and Rural Construction are detailed in Attachment 1. The staff of each supervision and inspection group shall be arranged by the responsible person of the leading department or station office.

　　(2) The supervision and inspection groups shall determine the projects to be inspected by randomly selecting from the district and county project lists, and each district and county shall have no fewer than 2 projects supervised and inspected.

　　VII. Work Requirements

　　(1) Strengthen organizational leadership. The urban and rural construction commissions of districts and counties and all supervision and inspection groups shall attach great importance to this supervision and inspection action, effectively strengthen organizational leadership, and conscientiously organize and carry out this supervision and inspection work in accordance with the requirements of this notice. The implementation of work such as the special action to implement construction plans for "high-risk projects" and the major safety production inspection activities deployed by the Municipal Commission of Urban and Rural Construction shall be taken as the main contents of supervision and inspection, and practical results of the supervision and inspection action shall be sought.

　　(2) Strict accountability. For problems and hidden dangers found during supervision and inspection, each supervision and inspection group shall promptly supervise and urge the urban and rural construction commission of the district or county where the project is located to conduct closed-loop management from discovery and supervision to rectification and closure. For projects with serious illegal and unlawful, irregular, and unauthorized construction behavior and major hidden dangers, law enforcement recommendation letters shall be issued, and the urban and rural construction commission of the district or county where the project is located shall be urged to investigate and handle according to law, thoroughly rectify, and close item by item.

　　(3) Strengthen work responsibility. After the supervision and inspection work in each district and county is completed, the supervision and inspection group shall notify the urban and rural construction commission of the inspected district or county of the supervision and inspection situation, and each leading department or station office shall, before the end of work every Friday, copy the "Summary Table of Building Safety Production Supervision and Inspection" to the office of the Safety Committee of the Commission (Construction Management Division), and the office of the Safety Committee shall form a supervision and inspection work update and report it to the municipal Party committee, the municipal government, and the leaders of the Municipal Commission of Urban and Rural Construction. At the same time, after the supervision and inspection work of each supervision and inspection group is completed, the leading department or station office of each supervision and inspection group shall, in accordance with the municipal government's requirements on safety production that "the Party and the government share responsibility and one post bears two responsibilities," summarize the supervision and inspection situation into written materials (attached: ① summary table of supervision and inspection situation, ② copies of rectification notices or law enforcement recommendation letters, ③ rectification reply reports from district and county urban and rural construction commissions, ④ supervision and inspection photos, etc.), and after review and approval by the group leader, submit them to the office of the Safety Committee of the Municipal Commission of Urban and Rural Construction for archiving and reference.
