Civil air defense projects, referred to as air defense projects, are underground protective structures built separately to ensure the sheltering of personnel and materials, civil air defense command, and medical rescue during wartime, as well as basements built in conjunction with ground buildings that can be used for air defense in wartime. The "Civil Air Defense Law of the People's Republic of China" stipulates: It is prohibited for any organization or individual to destroy or encroach upon civil air defense facilities. However, some owners have reported that houses have recently been built in the underground civil air defense project of Mingcheng No. 16 Residential Compound in Yanta District, Xi'an City.
In the basement of Building 1 of Mingcheng No. 16 Residential Compound on Chang'an West Road, Yanta District, Xi'an City, the reporter saw that the civil air defense project of the compound had been partitioned into rooms of varying sizes.
Reporter: "What are you building these rooms for?"
Property management staff of Mingcheng No. 16 Residential Compound, Yanta District, Xi'an City: "We plan to finish them and rent them to owners as storage rooms, to put some things in."
Reporter: "Will you charge?"
Property management staff: "Yes, but they are not rented out yet."
Civil air defense projects turned into storage rooms for rent? Is this practice compliant? Later, staff from the Yanta District Civil Air Defense Office in Xi'an City came to the site to inspect the civil air defense project of Building 1 in Mingcheng No. 16 Residential Compound.
Staff of Yanta District Civil Air Defense Office: "Why can't this thing turn? How long have you been building?"
Property management staff: "Two weeks ago."
Staff of Yanta District Civil Air Defense Office: "How did you run this wire? What is across from here?"
Property management staff: "I don't know."
The "Civil Air Defense Law of the People's Republic of China" stipulates that no organization or individual may carry out operations that affect the use of civil air defense projects or reduce their protective capacity, and may not produce or store explosive, highly toxic, flammable, radioactive, or corrosive materials within civil air defense projects. During the inspection, staff from the Yanta District Civil Air Defense Office also found that some doors of the underground civil air defense project in Building 1 of Mingcheng No. 16 Residential Compound had been removed.
Staff of Yanta District Civil Air Defense Office: "Why did you smash this door? Who told you to smash it? Which door was this originally?"
Property management staff: "This, I don't know either."
Staff from the Yanta District Civil Air Defense Office told the reporter that after preliminary investigation, the construction in the underground civil air defense project of Mingcheng No. 16 Residential Compound did not affect the use of the civil air defense project nor reduce its protective capacity. However, regarding the removal of doors, they required the other party to stop construction and restore the removed doors. At the same time, because the other party privately developed the civil air defense project, they have been ordered to submit the development plan to the Yanta District Civil Air Defense Office for filing. Additionally, the development and utilization situation will be publicly announced to all owners.
