Recently, the National Railway Administration of China stated in the “Railway 13th Five-Year Development Plan (Draft for Comments)” that from 2016 to 2020, the scale of railway fixed asset investment may reach 3.5 trillion to 3.8 trillion RMB. 2016 is the opening year of the “13th Five-Year” Plan. As a national diplomatic calling card, railway construction plays an important driving role in boosting the national economy, safeguarding people's livelihood, employment and travel, and absorbing excess production capacity.
The previously released “Recommendations of the Central Committee of the Communist Party of China on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development” proposed that during the “13th Five-Year” period, no less than 23,000 kilometers of new railways will be built nationwide, with a total investment of no less than 2.8 trillion yuan.
Relevant data show that in 2015, the country's railway fixed asset investment reached 823.8 billion yuan, exceeding the target by 23.8 billion yuan; 9,531 kilometers of new railway lines were put into operation, exceeding the target by 1,531 kilometers, both achieving the best results in history.
At the same time, China is planning the “Pan-Asian Railway Network,” which has a total length of about 15,000 kilometers, in order to strengthen railway connections between China and the Southeast Asian mainland. According to current figures, China has built 17,000 kilometers of high-speed railway, accounting for more than 60% of the world's total high-speed railway mileage, making it the country with the longest operating mileage of high-speed railway and the largest scale of high-speed railway under construction in the world.
