On January 4, the Shenyang Municipal Construction Committee announced that this year Shenyang will implement urban rail transit construction, optimize the expressway network, open up traffic nodes, add cross-river channels and other projects to create an intelligent and efficient modern three-dimensional transportation system.
　　The northern section of the North-South Expressway above ground is expected to open to traffic in October.
　　Construction will start on the Second Ring Road Wu'ai Interchange, the Shenliao Road Viaduct, and a new Dongta Hun River Bridge.
　　Underground, preliminary work will start on the extension lines of Metro Lines 1 and 2, and construction will continue on Metro Lines 4, 9, and 10.
　　Hun River Jinyang Tunnel, Qipanshan Tunnel.
　　At ground level, Nujiang North Street will be extended northward, and the Masong Line will connect the East Second Ring Road and East Third Ring Road.

　　Two more cross-Hun River channels to be added
　　This year, Shenyang plans to build two new cross-Hun River channels: the Dongta Hun River Bridge and the Hun River Jinyang Tunnel, to make north-south traffic across the Hun River smoother.
　　● Dongta Bridge: Planned to be built east of Changqing Bridge and west of the under-construction Chang'an Bridge. It starts from Fangjialan Road in the north and ends at Zhuke Street in the south, with six lanes in both directions. Once completed, it will ease traffic pressure on Changqing Bridge and Xinlibao Bridge, allowing a 10-minute drive from the eastern part of Hunnan to Nanta and 20 minutes to Zhongjie.
　　● Jinyang Tunnel: Planned to be built between Qingnian Bridge and Sanhao Bridge. It starts from the South Second Ring Road in the north and ends at Jinyang Viaduct in the south, with six lanes in both directions. After completion, it will ease traffic pressure from Sanhao Street and Qingnian Street to Hunnan and Changbai areas.
　　● At the same time, the construction department will continue the main project of the Chang'an Cross-Hun River Bridge and the Central Street Hun River Bridge. It is reported that according to long-term planning, 22 new channels are planned to be built across the Hun River within the urban area between the Fourth Ring Roads.
　　Main channels of the Second Ring Road Wu'ai Interchange to open to traffic
　　This year, the construction department will also implement a number of important traffic node projects. It will continue the Second Ring Road Wu'ai Interchange, start the Kunshan Road West Extension Viaduct over the Beijing-Shenyang Passenger Dedicated Line, the Shifu Avenue underpass of Shifu Square, the Xuesong Road Bridge over the Shenyang-Dalian Expressway, and the Dabei Guanjie Bridge over the Shenyang-Jilin Railway. It will complete the Nanta Street underpass of the Second Ring Road, and start the Dongshuncheng underground passage and the Wenti Road-Qingnian Street underground connection project.
　　Among them, the Second Ring Road Wu'ai Interchange has already started construction and will become the largest fully interconnected interchange complex in the city. It is expected that before the "National Day" this year, the main roads and traffic nodes of the project will be completed and open to traffic. By then, it will effectively ease traffic pressure in the southern part of Shenyang and the city center, playing a major role in Shenyang's transportation.
　　Northern section of the North-South Expressway expected to open to traffic
　　Shenyang continues to improve its urban expressway system. Currently, the North-South Expressway project is under construction. The project starts from the South Second Ring Road Wu'ai Street Science Park in the south and ends at the south side of Wanghua Interchange on the North Second Ring Road in the north, mainly built on the basis of existing roads. Along the way from south to north, it passes through Wu'ai Street, Fengyutan Street, Xishuncheng Street, Guangyi Street, Xiaobeiguan Street, and Wanghua South Street. The entire line adopts a combination of elevated and tunnel sections, with Shenyang Fangcheng as the center, divided into south, middle, and north sections. The south and middle sections are tunnels, and the north section is an elevated bridge. It is expected that in October this year, the elevated bridge project of the northern section of the North-South Expressway (from Tuanjie Road to North Third Ring Road) will be completed and open to traffic first. At the same time, this year will also accelerate the construction progress of the tunnel project in the southern section of the North-South Expressway.
　　Construction to start on Shenliao Road Viaduct
　　This year, the main project of the Beiyi Road Expressway (from Gonghe Bridge to Weigong Street West) will be implemented, and construction will start on the Shenliao Road Viaduct project (from Second Ring Road to Third Ring Road). Among them, the planned Shenliao Expressway starts from Songhuahu Street (West Third Ring Ningguan Interchange) in the west and ends at Shenxin Road (South Second Ring Lanjun Road Interchange) in the east, with six lanes on the bridge and six lanes on the ground. After completion, it will connect the West Third Ring Road and the South Second Ring Road, linking Heping, Tiexi, Yuhong New City, and the Economic and Technological Development Zone, effectively easing traffic pressure entering and leaving the city in western Shenyang, and "relieving pressure" on roads such as Shenxin Road that enter and exit the development zone.
　　Preliminary work to start on Metro Line 1 and 2 extension projects
　　This year, Shenyang will further strengthen the construction of the public transportation system. Construction will continue on Metro Lines 4, 9, and 10 and the northern extension of Line 2. Currently, the first station of Line 4 has started construction. Lines 9 and 10 have completed more than 40% of the total project volume, with Line 9 completing 9 stations and 1 section, and Line 10 completing 5 stations and 1 section. The two lines are expected to open for trial operation in 2018.
　　In addition, the construction department will start preliminary work this year on the southern extension of Metro Line 2 (to Taoxian Airport section) and the eastern extension of Metro Line 1, and will do a good job in revising the metro network plan and compiling the near-term construction plan.
　　At the same time, the construction department will promote work related to the Shenyang section of the Beijing-Shenyang Passenger Dedicated Line and suspended rail transit. It is understood that Shenyang has planned three suspended rail transit lines: the North Canal Line, the South Canal Line, and the line from Shenyang South Station to Taoxian Airport T3 Terminal. The route alignment, site selection, and station settings will be combined with the construction of the ring water system, parks, green spaces, and other locations. Currently, the project is in the demonstration and preliminary planning stage.
　　Construction to start on Fourth Ring Qipanshan Tunnel
　　The construction department will continue to improve the supporting road network of Yingbin Road Viaduct in Tiexi New District and Yuhong District. Work related to the construction of the Fourth Ring Qipanshan Tunnel will start. The planned Qipanshan Tunnel on the Fourth Ring Expressway starts from Huishan Street in the north and ends at Shenbei Avenue in the south. After completion, it will truly "close" the entire Fourth Ring Expressway, further increasing travel speed, and it is expected to save about half an hour for driving on the entire Fourth Ring Road.

　　Nujiang North Street to continue extending northward
　　This year, Shenyang will continue to implement the construction of ring roads and connecting lines, open up "dead-end roads" between the four ring roads, further reduce transit vehicles within the Third Ring Road, and ease traffic pressure in the central urban area. The construction department will start construction on road projects such as the Northwest Connecting Line, the Shenyan Line reconstruction, the Masong Highway connection, the Nujiang North Street extension (from Wenda Line to Shenbei Avenue), Lingyuan Street (from Second Ring Road to Wenda Line), and Shoufu Avenue.
　　● Lingyuan Street: Starts from the Lingyuan Street toll station of the Third Ring Expressway in the north and ends at the North Second Ring Road in the south, connecting the North Third Ring Road and the North Second Ring Road.
　　● Masong Line: Starts from Gongnong Road in the west and ends at the existing Masong Line road in the east, connecting the East Second Ring Road and the East Third Ring Road.
　　● Northwest Connecting Line: Starts from Shenbei Avenue (Zaohua Toll Station of Danfu Expressway) in the north and ends at the northern extension of Central Street in the south. Located between the Northwest Third Ring Road and Fourth Ring Road, it connects Shenbei New District, Yuhong District, and the Economic and Technological Development Zone.
　　● Nujiang North Street: The currently completed and open Nujiang North Street extension project will continue to extend northward to Shenbei Avenue this year, achieving connection between the North First Ring Road, Second Ring Road, Third Ring Road, and Fourth Ring Road.
