A half-hour twin-city life circle is emerging! Recently, Shenzhen Metro Group and Dongguan Industrial Group signed the Strategic Cooperation Framework Agreement, explicitly establishing a leading group for deepening cooperation, and fully launching the rail transit line docking plan between the two cities. Currently, it has been determined that Shenzhen will have 5 metro lines connecting with Dongguan, and Dongguan will also usher in the "Metro Era". The connection of Shenzhen-Dongguan rail transit is of great significance for strengthening cooperation between the two cities. The signing of this agreement also marks substantial progress in the strategic cooperation of rail transit construction between the two cities. However, although the connecting lines between Shenzhen and Dongguan have been determined, specific line and station plans, transfer methods, construction schedules, and other issues still need further confirmation.
Dongguan may introduce investment from Shenzhen Metro Group
The interconnection of rail transit will bring great impact to Shenzhen and Dongguan. Currently, the two cities have established a leading group for deepening cooperation in rail transit construction between Shenzhen and Dongguan, with principal leaders from both cities as the group leaders, and established a bi-monthly meeting mechanism to timely coordinate and solve major issues and problems in cooperation, ensuring the smooth progress of various works.
The reporter learned that the two parties will focus on studying the deepening of the line network connection plan and specifically study the connection plans for the following 5 lines, including the connection plan between Shenzhen Line 6 and Dongguan Line 1; the connection plan between Shenzhen Line 11 and Dongguan Line 3; the connection plan between Shenzhen Line 20 and Dongguan Line 2; the line and station plan for Shenzhen Line 10 (connecting Futian and Longgang) passing through Dongguan Fenggang Town; and the "Technology Central Axis" line plan for Shenzhen Line 13 via Nanshan and Guangming New District to Dongguan Songshan Lake.
In addition, the discussion meeting also explored PPP cooperation for new line projects in Dongguan. The two parties will further study the investment models, funding ratios, and other related matters for the construction of subsequent new lines such as Dongguan Line 1 and Line 3, consider the possibility of introducing investment from Shenzhen Metro Group, and accelerate the construction of new Dongguan rail transit lines.
Dongguan to usher in "Metro Era" in May next year
The reporter learned from the meeting that the construction of Dongguan Metro is progressing smoothly, and operation preparations are being systematically advanced. Line 2 has fully entered the practical stage of acceptance and takeover, and joint debugging and testing. Dongguan is about to fully enter the "Metro Era".
In terms of engineering construction, Line 2 started construction in the experimental section in March 2010, and the entire line started construction in December of the same year. Up to now, the line has successively achieved important milestone goals such as "all stations capped", "tunnel breakthrough", "track connection", "power connection", and "hot滑" (hot滑 likely means hot滑 test). The installation of equipment on the entire line is 90% complete, station decoration is 85% complete, all 20 trains have arrived at the depot, and the depot, main substation, and main line have been handed over to operations. It is planned to conduct trial operation without passengers on December 30, 2015, and officially open for trial operation in May 2016.
In terms of operation preparations, Dongguan City will strive for the rail transit to implement the large industrial electricity price policy, and the fare plan will soon complete the public representative hearing. The final plan is currently awaiting approval by the municipal government. At the same time, Line 2 will sign an agreement with Dongguan Tong Company on clearing work to ensure it is put into use when Line 2 opens for trial operation. Currently, the organizational structure, management system, and operation team of the operation branch have basically taken shape, and they have been stationed at all stations along the line in a 24-hour duty mode.

According to industry experience, Line 1 has simultaneously completed the establishment of a database of bidders for survey, design, and measurement of municipal rail transit projects and the preparation of some bidding documents. It is planned to release the design bidding announcement in November, and at the same time promote project financing. In September, the National Development and Reform Commission agreed to include Dongguan Line 1 in the second batch of the National Development and Reform Fund list and obtained 400 million yuan of project capital from the National Development and Reform Fund.
