It is reported that the NDRC held a press conference on July 30. At the meeting, Zhao Chenxin, deputy director of the Policy Research Office of the NDRC, said that as of the first half of this year, 228 projects in seven major project packages had started construction, with cumulative investment of 3.3 trillion yuan.

Zhao Chenxin said that accelerating the cultivation and development of strategic emerging industries and enhancing the core competitiveness of manufacturing are the only way for China's economy to improve quality and efficiency, upgrade, and move toward the mid-to-high end. In the next step, efforts will be intensified in the following three aspects to ensure the smooth progress of major national projects.

First, innovate support methods. Give full play to the guiding role of government funds, and guide and drive more social capital, especially private capital, to participate in project construction. Guide various financial institutions to increase credit support for the implementation of major projects. Actively explore various financing combinations combining government funds with credit, bonds, funds, insurance, etc., to improve the efficiency of fund use.

Second, improve the policy environment. Actively promote institutional and mechanism reform in relevant fields, explore a policy environment conducive to the transformation and application of innovation achievements, promote the implementation of reform through project construction, and ensure the smooth implementation of projects through deepening reform. Adhere to simultaneous efforts on both the supply and demand sides, support the improvement of industrial innovation capacity, and at the same time explore support for the promotion and application of innovative products through government procurement of services, introduction of risk compensation mechanisms, etc.

Third, strengthen organization and coordination. Accelerate preliminary work, actively communicate, actively serve, optimize procedures, shorten cycles, and effectively accelerate the organization and implementation of major projects. Strengthen information disclosure and interim and ex-post supervision, and conduct whole-process supervision, inspection, and management of project implementation. At the same time, in accordance with the principle of "mature a batch, launch a batch, reserve a batch, and plan a batch," further strengthen the management of follow-up project reserves.
