Yesterday, reporters learned from Changping District that a "blacklist" system for enterprises illegally discharging pollutants has been established in the district, with 210 enterprises guilty of serious illegal discharge placed on the "blacklist." The environmental protection department will stop issuing environmental compliance certificates for "blacklisted" enterprises, which will lose eligibility for listing, quality certification, bank credit, and more.

This year, the Changping District Environmental Protection Bureau has cracked down hard on enterprises illegally discharging pollutants. Any enterprise in the jurisdiction with an environmental penalty record within three years is included in the "blacklist." Yang Zhenyu, head of the inspection detachment of the Changping District Environmental Protection Bureau, said that next, "three-high enterprises" and enterprises with concentrated public complaints will also be gradually included in the "blacklist" through inspections.

For "blacklisted" enterprises, information will be shared among all relevant law enforcement departments across the district, and all departments will, in accordance with their respective responsibilities, treat "blacklisted" enterprises strictly and with high pressure. Not only will all qualifications for ratings, awards, and subsidies be canceled, but supervision and enforcement will also be further strengthened and the frequency of supervision and inspection increased to at least once a month; enterprises that repeatedly fail to rectify will be subject to strict and severe administrative penalties in accordance with the law. At the same time, the environmental protection department will stop issuing environmental compliance certificates for "blacklisted" enterprises, which will lose eligibility for listing, quality certification, bank credit, and more. In addition, for "blacklisted" enterprises, the Changping District Environmental Protection Bureau will also coordinate with the Economic and Information Commission to urge them to withdraw from Changping as soon as possible.
