Premier Li Keqiang chaired a State Council executive meeting on July 30, deploying efforts to serve migrant workers and orderly advance the citizenization of agricultural transfer population; discussing the 'Interim Regulations on Real Estate Registration (Draft for Comments)' and deciding to solicit public opinions; and determining to release urban survey unemployment rate data for large cities in due course to better serve economic and social development.
The meeting pointed out that migrant workers are an important component of industrial workers and have made tremendous contributions to China's economic and social development. Adapting to the requirements of synchronized development of the 'new four modernizations', being people-oriented, and reforming and innovating to further improve services for migrant workers will help cultivate a new army of higher-quality labor supporting industrial transformation and upgrading, promote a new group to expand consumption, and create new citizens who participate in urban development and share the fruits of development, thus advancing social fairness and justice and sustained and healthy economic development. First, promote employment and entrepreneurship of migrant workers. Implement vocational skills upgrading plans, encourage localities to renovate and expand vocational and technical schools that enroll rural students, and strive to enable rural junior and senior high school graduates who have not entered regular high schools or universities to receive vocational education. Develop the service industry and small and medium-sized enterprises, and create jobs suitable for migrant workers. Use supportive policies such as fiscal support, venture capital guidance, small guaranteed loans and interest subsidies, and production and operation sites to promote migrant workers' entrepreneurship. Second, safeguard the labor security rights and interests of migrant workers. Implement a wage guarantee system in the construction sector and other industries prone to wage arrears, explore the establishment of an emergency revolving fund system for wage arrears, and implement the system of overall responsibility of general contracting enterprises for the payment of migrant workers' wages, the linkage between labor security supervision and law enforcement and criminal justice to address malicious wage arrears, and the system of local governments taking overall responsibility for resolving wage arrears. Ensure equal pay for equal work for migrant workers and urban employees. Open 'green channels' for migrant workers' labor dispute arbitration and improve arbitration efficiency. Third, deepen the reform of the basic public service supply system, and promote qualified and willing migrant workers and their families to settle in cities in an orderly manner and enjoy basic public services equally. Public compulsory education schools should be open to the children accompanying migrant workers. Include migrant workers in the scope of community health and family planning services, gradually include willing migrant workers in the urban employee basic pension and basic medical insurance, and gradually expand the housing security and provident fund systems to cover migrant workers. Fourth, strengthen public cultural services for migrant workers, and promote free and equal access to sports, cultural and other facilities for migrant workers. The meeting emphasized that serving migrant workers is of overall importance. It is necessary to focus on promoting the orderly integration of migrant workers who have long resided in cities and have relatively stable jobs into urban areas, and care for and help flexibly employed migrant workers, so that hundreds of millions of migrant workers have jobs, living security, and a spiritual home.
The meeting believed that establishing a unified real estate registration system is an effective measure to advance streamlining administration and delegating power, integrate departmental functions and responsibilities, reduce duplicated management, gradually achieve one-window services, facilitate enterprises and the public, and lower entrepreneurial costs. The meeting discussed the 'Interim Regulations on Real Estate Registration (Draft for Comments)' and emphasized that already issued title certificates remain valid, and legally enjoyed real estate rights are not affected by changes in registration agencies and procedures. The meeting decided that, in accordance with legislative procedures, the draft for comments will be made public for soliciting opinions, and then related legal amendments will be advanced.
The meeting pointed out that ensuring employment is an important responsibility of the government and also a 'lower limit' for people's livelihood that must be ensured in range-based regulation. Collecting unemployment rate data through scientific sample surveys can better monitor employment conditions and guide greater attention to employment-generating growth. After several years of exploration, conditions are now in place for China to release and use urban survey unemployment rate data. The meeting determined to expand the statistical scope of the survey unemployment rate, improve methods, and have the statistical department release survey unemployment rate data for large cities in due course in accordance with the law, so as to reflect unemployment conditions more comprehensively and dynamically, let society and the public understand the economic and social development situation in a timely manner, make macroeconomic decision-making more 'well-informed', and provide support for promoting relatively full employment.
The meeting also studied other matters.
